Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 3.1. Consideration and possible action regarding the approval of the minutes for the Special Called City Council Meeting on March 22, 2023. by Commissioner Karch. Motion carried 3-0. Commissioner Martin made a motion to approve the minutes as read with a second Mayor Marx moved item 4.1 to the bottom until Don Allman was available to present. AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding the Annual Financial Audit Report for the the meeting. All visitors will observe a three-minute time limit. year ending September 30, 2023, presented by Don Allman. Auditor, Don Allman presented the Annual Financial Audit Report to the City Council. After the presentation, Commissioner Karch made a motion to accept the audit as presented by Mr. Allman with a second by Commissioner Martin. Motion 4.2. Consideration and possible action regarding Resolution No. 2023-4-1 authorizing the submission of an application, to include the Civil Rights policies, for the 2023-2024 Commissioner Karch made a: motion to adopt Resolution No. 2023-4-1 with a second 4.3. Consideration and possible action regarding Resolution No. 2023-4-2 authorizing signatories for the 2023-24 application and future grants administered through Texas Commissioner Karch made a motion to accept Resolution No. 2023-4-2 with a second 4.4. Consideration and possible action regarding Ordinance No. 2023-4-3 establishing rates and charges to be charged by the City of Thrall fori its services and specifically the rates and charges for wastewater services; providing for a penalty on water bills if not paid by a certain date; providing for a termination of water service if a bill is not paid by a certain delinquency date; providing for a severability clause; providing for a repealer Commissioner Karch made a motion to accept Resolution No. 2023-4-3 to raise the flat rate from $19 to $20 with a second by Commissioner Martin. Motion carried 3-0. 4.5. Consideration and possible action on applying for grants to better and improve Main Street and thel buildings associated with it. Marx to research grants and the process. Mayor discussed items 4.6 and 4.7 together. Discussion only, no action taken. Mayor 4.7. Consideration and possible action to look at different ways of making the buildings of downtown historical and how best to protect the integrity of the downtown. Discussion only, no action taken. 4.8. Consideration and possible action regarding the review of properties located in Thrall that are becoming health and safety hazards and steps that can be taken. Discussion only, no action taken. Possible part-time Code Enforcement Officer soon. 4.9. Update from Commissioner Martin on Feral Cat Program. Commissioner Martin gave an update on the status of trapping the cats, caring for them while in transit to vet for neuter/spayed, ears clipped and released to same location. Program is going well and will continue forward. 4.10. Consideration and possible action regarding thel Feral Cat Program. Mayor Marx checked if any action was needed with the City Attorney, Mark Schroeder stated since the city is not expending any funds, no action is needed. Mayor Marx moved back up to agenda item 4.1 before 4.11. 4.11. Consideration and possible action regarding projects to be listed on the WILCO Bond/Grant application. Mayor Marx made a motion to list projects as North/South Barker Drainage and Street Project, Eckhardt Widening Project, and Main Street Sidewalks and Upgrades Project with a second by Commissioner Karch. Motion carried 3-0. 5. EXECUTIVE SESSION Thrall City Council adjourned from its regular session and convened into Closed/Executive Session at 8:13 p.m., to discuss the following Item(s), pursuant to Texas 5.1.
