Commissioner Walla made a motion to accept the consent items as read by Mayor Marx with a second by Commissioner Dubec. Motion carried 3-0. 4. REGULAR AGENDA ITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1.Consideration and possible action regarding the acceptance of Audit Engagement Letter with Donald. Allman, CPA, PC for the Fiscal Year ending September 30, 2020. Mayor Marx read item 4.1, asked Council any questions, with none Mayor Marx entertained a motion to accept or decline. Commissioner Dubec made a motion to accept agenda item 4.1 as stated by Mayor Marx with a second by Commissioner 42.Consideration and possible action regarding Ordinance No. 2020-9-2 annexation of County Road 424 from Eckhart to a surveyed point on South County Road 424. City Attorney, Mark Schroeder recommended tabling due to procedures regarding the meeting. All visitors will observe a three-minute time limit. Walla. Motion carried 3-0. the law for annexations. Commissioner Dubec made a motion to accept agenda item 4.3 as stated by Mayor Marx with a second by Commissioner Walla. Motion carried 3-0. 4.4.Consideration and possible action regarding the City of Thrall official appointment of CAPCOGsmembers designate General Assembly representative. Commissioner Walla made a motion to appoint Mayor Marx as the designee for CAPCOG with a second by Commissioner Dubec. Motion carried 3-0. 5.
