During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 4.1. Consideration and possible action regarding a variance request to Ordinance No. 20150520 Article 4. Travel Trailers, Section 4.01 for Rachel and Caleb Saunders at 418 S. Rachel and Caleb Saunders were present for questions and concerns the Council may have regarding their request. Mr. Saunders asked for a variance to live in the trailer, not full time but for the time being, until we figure some things out. After further discussion, Mayor Marx made motion to deny the variance request with a second by 4.2.Consideration and possible action regarding the award of the engineering services contract for the preparation of the City's 2021/2022 Texas Community Development Block Grant Program's (TxCDBG) application and subsequent engineering contract if Mayor Marx said the City received 5 proposals/RFQs from KSA Engineering, Thonhoff Consulting & Engineering, Southwest Engineers, Inc., Hejl, Lee & Associates, Inc., and MRB Group. We had the evaluation scoring system and each one was scored, accordingly, and after reviewing the scoring Mayor Marx made a recommendation/motion to award the contract to Hejl, Lee & Associates, Inc. with a 4.3. Consideration and possible action regarding the City's current sign ordinance, Ordinance No. 04242014, for possible amendments and/or corrections. the meeting. Mayor Marx and staff discussed the ordinance, noting that the tables were: missing in the original passage and needed to be added for the ordinance to make sense and work properly. Mayor Marx: made ai motion to accept the amendment of adding Tables 1 &-2t to the sign ordinance with a second by Commissioner Dubec. Motion 4.4. Consideration and possible action regarding the purchasing of a new police unit for the carried 2-0. Thrall Police Department. Mayor Marx said we received 3 bids that Chief Whitworth put together for the Council, which included an F150, Tahoe and a Chevy Silverado. Mayor said in talking with Chief that he would like to have another Silverado and time wisei it will come in quicker; the price is $45,154.50 and add another $1500.00-2000.00 for decals, etc. Mayor Marx made a motion to pursue the Chevy Silverado Crew Cab, allow for financing, and add money into it for extras, like decals and a few things like that with a second by Commissioner Dubec. Mayor Marx said this item ties into 4.6, which is our re-averaging, but right now would like to hold off on a rate increase because people are coming out of all the economic hard times and in May, we will be reinstating the late fees and disconnect fees that we have not charged for over a year. We will need to look at doing a rate increase before to Iong on that but will bring back to the Council. Mayor Marxi tabled 4.6. Consideration and possible action regarding the wastewater re-averaging for the City of agenda item 4.5 until further notice. Thrall utility accounts. Council discussed and reviewed the spreadsheets/reports presented by the City Secretary for the 2021 wastewater re-averaging. Mayor Marx made a motion to accept the wastewater re-averaging as presented with a second by Commissioner Dubec. 4.7. Consideration and possible action regarding the Public Utility Commission of Texas 2021 Consumer Price Index (CPI). Adjustment to Municipal Telecommunications Right- Mayor Marx made a motion to accept the 2021 Consumer Price Index as presented by Motion carried 2-0. of-Way Access Line Rates.
