WELCOME VISITORS AND VISITOR COMMENTS (Orange Sign In Card) This time is reserved fori input to the Thrall City Council on items not listed on the agenda. Any items presented to the Thrall City Council are considered informational only and may result in placement on a future agenda for discussion and consideration. During this time the Thrall City Council may hear your concerns but may not respond to any comments and will defer to City Staff. Those wishing to speak during this time must complete an Orange Sign In Card and present to the City Secretary prior to the beginning of the meeting. All 2.1. City of Thrall and surrounding communities. 3. PRESENTATIONS 3.1. Presentation by Mayor Marx on the $500,000 ARPA Grant from Williamson County received foral Hwy 79 water project. Mayor Marx gave an update to the City Council on the new grant that will assist with purchasing some. land and install a portion of a new 12" water line along Hwy 79. 3.2. Presentation of $250,000 TDA Go Grant for water line improvements. Mayor Marx gave an update to the City Council on the new grant that will assist with installing additional portion of a new 12" water line along Hwy 79 from the City's water tower. The City of Taylor will be moving the meter to their city limits sign, January 25, 2023: Special Called City Council Meeting Minutes Pagelof3 they will be installing a new meter that will go from a 4" meter to a 6" meter. The next grant the city receives we will finish the line up to the: meter. 4. CONSENT AGENDA ITEMS The Consent Agenda items listed below are considered to be routine by the Thrall City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by the Mayor and/or Commissioner, in which event, the item(s) will be removed from the Consent Agenda and considered as a Regular Agenda item(s). 4.1. Consideration and possible action regarding the approval of the minutes for the City 4.2. Consideration and possible action regarding the October and November 2022 financials. Commissioner Martin made a motion to approve the consent agenda items as read by the mayor with a second by Commissioner Karch. Motioned carried 3-0. Council Meeting on November 16, 2022. 5. REGULAR AGENDAITEMS (Green Sign In Card) This time is reserved for the public to speak to the Thrall City Council after the regular agenda item has been announced for consideration. Those wishing to speak must complete a Green Sign In Card and present the card to the City Secretary prior to the beginning of 5.1. Consideration and possible action regarding Resolution No. 2023-1-1 ordering a ther meeting. All visitors will observe a three-minute time limit. Municipal General Election for May 6, 2023. Commissioner Martin made a motion to approve Resolution No. 2023-1-1 ordering the Municipal General Election pending Exhibit "A" from Williamson County Elections with a second by Commissioner Karch. Motion carried3-0. 5.2. Consideration and possible action on feral cat population and programs to reduce the population. Commissioner Martin gave an update on the process for controlling the feral cat populations in the City of Thrall.
