CITY OF STAR HARBOR CITY COUNCIL MINUTES JUNE 10, 2024 6:00pm CITYI HALL PRESENT: Mayor Steve Watson, Councilmembers Kathy Martin, Bobby Hedge, John Adair and' Tony Morrison. Councilman Tom Sherman was absent. Therel being a quorum present, Mayor Watson called the meeting to order at 6:00pm. The invocation was given by Councilman Morrison and the Pledge of Allegiance was led by Mayor Watson. There were twenty (20) in attendance at the meeting CITIZEN COMMENTS ON AGENDA ITEMS: Jackie Robinson asked for ai monthly utility department report. Roxanna May thanked the city and county officials that werei responsible for clean up after recent storms and asked for further assistance as available. MINUTES: A motion was made by Councilman Morrison, seconded by Councilman Adair, to dispense with the reading of the May council minutes and approve them as submitted. Approval for the motion was unanimous. FINANCIAL, REPORT: The City Secretary presented the monthly financial report with the following bank balances as ofMay 31, 2024, which were accepted and filed for audit: CHECKING $ 60,437.53 $983,652.31 CD'S 79,664.48 $112,985.94 $192,650.42 TOTAL $1,002,879.26 $173,423.47 $1,176,302.73 GENERAL FUND $923,214.78 UTILITY FUND TOTAL: A motion was made by Councilman Hedge, seconded by Councilwoman Martin, to approve the Accounts Payable in the amount of $5169.04, which vote was unanimously approved. MAYOR'S COMMENTS: Mayor Watson thanked Star Harbor residents for helping their neighbors during the cleanup from recent storms. He also thanked County Commissioner, Wendy Spivey and her staff, for recent assistance with the storm debris cleanup. A solution to the Jupiter Road drainage project continues to be under consideration by the city council. Page -2- HENDERSON COUNTY TAX OFFICE COLLECTION CONTRACT: A motion was made by Councilwoman Martin, seconded by Councilman Morrison, to approve the annual renewal of the Collections Contract with Henderson County Tax Office, which motion was approved by unanimous vote. EXTENSION OFI LOCALI DISASTER DECLARATION: Ar motion was made by Councilwoman Martin, seconded by Councilman Adair, to extend the city's Local Disaster Declaration for thirty (30) days. The vote was unanimous for approval. STANDING COMMITEE REPORTS: and one (1)special assignment. POLICE DEPT. - Lt. Dow reported 57 total calls for service in May with one (1) citation issued, four (4) warnings issued, one (1) welfare concern, two (2) traffic controls BUILDING & ZONING - Whitney Paschal gave a report of activity of the B&Z Fence permit at #6 Starview Drive pending approval upon payment of fine and GOLF COMMITTEE - Gary Robertson reported on golf course treei removals, progress Review Board forj permits issued in the past month: permit fee. ont the irrigation system renovation and fundraising plans. CITVAEN COMMENTS: Roxanne May asked for continued assistance with debris removal of dead trees. Jackie Robinson inquired about generator installation, dump truck and trailer. Paige and Bart Wilson expressed concern over a recent dog attack and asked for serious consideration for a solution to animal code violations. Nancy Shaner commented on rescinding a prior vote to approve the wastewater project, generator purchase, emergency management coordination: related to storm damage and outages, street repair on Lakeside Drive, utility operator's liability insurance and water rate analysis. CONTRACTS/FINANCIAL OBLIGATIONS APPROVED DURING MEETING: The council adjourned into Executive Session at 6:45pm for the purpose of consultation with the city attorney. The council reconvened back into open session at 7:00pm, and therel being no further business on the agenda the council adjourned at 7:00pm.
