CITY OF SMILEY COUNCIL FOR REGULAR SESSION FEBRUARY 21, 2024 MINUTES  The Smiley City Council met in a special session on Wednesday, February 21, 2024 at 5:00 p.m. at the Smiley City Hall located at 207 Steele, Smiley, TX78159. Members present were Mayor Lisa Benavidez, Diana Moreno, Ellis Villasana, Melva Childress, Daniel Benavidez, Scott Jewett, Marshal Jason Torres, Chief Mendez. A Quorum was present, and Mayor Benavidez called the meeting to order.  Absent Lori Price  Invocation giveni by Elia Perales  The Pledge of Allegiance to the U.S. and Texas recited.  Citizen to be Heard: None  1. 1st motion made by Diana Moreno and 2nd by Ellis Villasana to approve the minutes of the January 17, 2024 meeting. All in Favor, 4/0, None Opposed. Motion Passed. 2. Financial Statements and unpaid bills were presented. 1st motion made by Ellis Villasana and 2nd by Melva Childress to approve the payment of debt for the month, 3. The City Marshal reported that the computer in one of the patrol vehicles is no longer working and the city will have to look at replacing it in the near future. The Marshal office has applied for three (3) grants, Rifle resistance vests, Shield and a Vehicle Grant. The office did receive a grant from the NRA in the amount of $1,894.00 to be used to purchase ammunition. The Marshal office also issued 75 4. Smiley Fire Department Monthly Report: The VFD responded to 2 Medical Calls, 2 5. The Utility Department Monthly Report: As weather permits the workers have been filling potholes. They have repaired 4 water leaks, and maintenance and repairs  Alli in Favor, 4/0, None Opposed. Motion Passed.  citations.  Wildland Fires and 2 Structure Fires.  were performed on one of the work trucks. 6. Mayor Lisa Benavidez gave the City Managers report:  a. The library board held their board meeting. During this meeting a president (Ann Jackson), vice president (Michaela Mills) and secretary (Sheila Apisa) were voted in. The board hired Cody Holmes as the Librarian and announce that the new hours are every Saturday from 10:00 am - 2:00 pm. b. The CPA's are in the office working on our FY 2022-2023 books in    12.1st motion made by Ellis Villasana and 2nd by Melva Childress to approve Barbie the Crafty Broad LLC proposal. All in favor 4/0, Melva Childress abstained. Non opposed, 13.1st motion made by Ellis Villasana and 2nd by Diana Moreno to approve FY: 2025 Criminal Justice Grant Program.
