City Council Meeting Minutes August 18, 2022 7:00 p.m. 1. Call to order and announce quorum is present. Mayor Cardwell called the meeting to order at 7:00pm, and announced a quorum was present. Those ina attendance were: Mayor Crystal Cardwell, Councilmember Jennifer Hill, Councilmember Melanie Payne, Councilmember Richard Sidebottom, City Admin Staff Brittany Mayhue, Director of Public Works' William Allen, and City Secretary. Jenni Moore. 2. 3. Pledge of allegiance and invocation. Mayor Cardwell led the pledge to the flag and Councimember Hill delivered the invocation. Mayor Cardwell thanked everyone present for their support. Mayor gave a short update on the Back to School Fest stating it was a great success. Mayor Cardwell thanked The Heart for Park Committee, specifically mentioning Laura Pixier. Mayor Cardwell stated that from the last budget meeting there was $1200 donated to purchase park equipment. Mayor Cardwell shared that they applied for city parks grant through Texas Ag and Wildlife, she will provide updates once they know ifi iti is received. Mayor Cardwell met with some Wise County officials and stated that Wise County Judge JD Clark is interested in what Wise County can do for the City of Newark and it's Mayor Update. residents. July 21, 2022 and August 9, 2022. D. Staff Reports- Municipal Court, Building Permits, Code Enforcement and Public Works for Councilmember Hill made a motion to approve agenda item 5 as a whole. Councilmember July 2022. Sidebottom second the motion. All approved. The motion passed. 6. Resolutionauthorzing Newark Higher Education Finance Corporation Education Revenue Bonds (The Hughen Center, Inc.) Series 2022a and Newark Higher Education Finance Corporation Education Revenue Bonds (The Hughen Center, Inc.)taxable series 2022b; loan agreement; trust Councilmember Hill made a motion to approve Resolution authorizing Newark Higher Education Finance Corporation Education Revenue Bonds (The Hughen Center, Inc.) Series2022a: and Newark Higher Education Finance Corporation Education Revenue Bonds (The Hughen Center, Inc.) taxable series 2022b; loan agreement; trust indenture; a Public Hearing; and other matters in connection therewith. Councilmember Payne second the motion. All approved. The motion passed. 7. Councilmember Hill second the motion. All approved. The motion passed. 8. Discuss and consideri increasing water and sewer rates. Tabled to Septembers Council Meeting. 9. Discuss, consider and act on opening the Newark Public Library. Mayor Cardwell opened the discussion by stating she would like to reopen the library, and that the building needs work. Mayor Cardwell discussed grants that could benefit the reopening of the library. Council agreed to set a date at the end of September to volunteer to work on the library. 10. EXECUTIVE SESSION - In accordance with the Texas Government Code, Section 551.001, et.seq., the City Council will recess into Executive Session (closed meeting) to discuss the following: a. Pursuant to Section 551.072 Deliberate the purchase, exchange, lease or value of real property re: Tower Site Lease Agreement with American Tower. Mayor Cardwell closed into the Executive Session at 7:34pm. No action was taken. 11. RECONVENE INTO OPEN SESSION - In accordance with the Texas Government Code Chapter 551, the City Council will reconvene into Regular Session to consider action, if any, on matters discussed in Executive Session.
