MOTION FINDING THAT THE ADVANCE POSTING AND NOTICE REQUIREMENTS OF ARTICLE 8.1200 OF THE CODE OF ORDINANCES OF THE CITY OF ORANGE, TEXAS HAVE BEEN MET IN RELATION TO ALL MINUTES AND PENDING ORDINANCES AND RESOLUTIONSONTHS AGENDAANDTHAT THE READING OFSUCATEHSBECOMFNED TO THE CAPTIONS AS ARE AGREED UPON BY THE ORDINANCES AND RESOLUTIONS. Mayor Pro-Tem Burch moved to approve the motion. Second tot the motion was made by Council  Member Childs which carried with the following vote: COUNCIL MEMBERS VOTING AYE: COUNCIL MEMBERS VOTING NO: CITIZEN COMMENTS There were no citizen comments. PUBLIC HEARINGS  Mayor Spears, Mayor Pro-Tem Burch, Council Member Childs, Council Member McKenna and  Council Member Hennigan  None  CONDUCT A PUBLIC HEARING ON THE PROPOSED FISCAL YEAR 2025 BUDGET.  Mayor Spears read the follow:  "THIS BUDGETWILL RAISE MOREI REVENUE! FROMPROPERIYTAXES THANLAST YEAR'S BUDGET BY AN AMOUNT OF $377,966, WHICH IS/ A4.04% INCREASE FROM LAST YEAR'S BUDGET. THE PROPERTYTAXI REVENUE TO BE RAISED FROM NEW PROPERTY ADDED  TO THE TAX ROLL THIS YEAR IS $270,648." The public hearing began at 5:32 p.m. There were no citizen comments. The public hearing ended at 5:33 p.m.  CONDUCT A PUBLIC HEARING ON THE PROPOSED TAX RATE FOR FISCAL YEAR 2025.  2025.  ANNOUNCE THE FOLLOWING DATE, TIME AND LOCATION:  SECOND READING AND FINAL VOTE ON TAX INCREASE - SEPTEMBER 10, 2024AT9:00  A.M. IN THE CITY COUNCIL CHAMBERS (ORANGE PUBLIC LIBRARY).    Special Call Meeting  3  September 3, 2024  The public hearing began at 5:33 p.m. There were no citizen comments. The public hearing ended at 5:34 p.m.  ORDINANCES FIRST READING:  ORDINANCE, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER1,2024 AND ENDING ON SEPTEMBER 30, 2025 IN ACCORDANCE WITH THE CHARTER OF THE Council Member Hennigan moved to approve the ordinance. Second to the motion was made by  CITY OF ORANGE, TEXAS. (REQUIRES A RECORD VOTE) Mayor Pro-Tem Burch which carried with the following vote:  COUNCIL MEMBERS VOTING AYE: COUNCIL MEMBERS VOTING NO:  Mayor Spears, Mayor Pro-Tem Burch, Council Member Childs, Council Member McKenna and  Council Member Hennigan  None  Council Member Salter arrived to the meeting.  FIRST READING:  ORDINANCE MAKINGATAXLEVYANDFIXINGTHE MAINTENANCEANDOPERATIONSTAX RATE, DEBT SERVICE TAX RATE AND TOTAL TAX RATE FOR THE CITY OF ORANGE, TEXAS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2024 AND ENDING SEPTEMBER 30, 2025, UPON. ALL TAXABLE PROPERTY IN THE CITY OF ORANGE, TEXAS ON JANUARY 1, 2024 ACCORDING TO THE LAWS OF TEXAS, THE CHARTER PROVISIONS AND THE ORDINANCES OF THE CITY OF ORANGE, IEXAS,ANDPROVIDNG THAT THE SAID TAXES  LEVIED SHALL BE COLLECTED. Council Member Hennigan read the following:  "I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATEOFS07970005100, WHICHISEFFECTIVELYAN 1.57% INCREASE IN THE TAXF RATE." Council Member Hennigan moved to approve the ordinance. Second to the motion was made by  (REQUIRES A RECORD VOTE)  Council Member McKenna which carried with the following vote:  COUNCIL MEMBERS VOTING AYE:  Mayor Spears, Mayor Pro-Tem Burch, Council Member Childs, Council Member Salter, Council Member McKenna and Council Member Hennigan    Special Call Meeting  4 None  September 3, 2024  COUNCIL MEMBERS VOTING NO:  ADJOURMMENT  There being no further business before the Council, Mayor Pro-Tem Burch moved to adjourn the meeting.
