Regular Meeting Minutes October 20, 2022 7:00 p.m. 1. Call to order and announce quorum is present. Mayor Pro Tem Raines called the meeting to order at 7:00 pm, and announced a quorum was present. Those in attendance were: Mayor Pro Tem Christopher Raines, Councilmember Jennifer Hill, Councilmember Richard Sidebottom, Councilmember Melanie Payne, Councilmember Nathanial Butler, City Admin Staff Brittany Mayhue, City Secretary. Jenni Moore, and Public Works Director William Allen. 2. Pledge of allegiance and invocation. Mayor Pro Tem Raines led the pledge and Councilmember Hilll led the invocation. 3. Mayor Update. There were no updates. 4. Public Comments. Laura Pixler of 612 Berke St. thanked the council members for their participation in the dunk tank Mauricio Hernandez of5 525 Oak Hills Drive stated that he contacted city hall regarding an ordinance addressing the maximum size of shops allowed. Mr. Hernandez stated his frustrations with the limitations the ordinances put on residents and what they do with their property. Specifically at Cruisin' Days. Mrs. Pixler then updated council on the success oft the event. speaking about Section 27.3. 5. Consider and act on thet following items: A. Staff Reports- Municipal Court, Building Permits, Code Enforcement and Public Works for Councilmember Hill made a motion to approve agenda item 5 as a whole. Councilmember Payne 6. Resolution authorizing Newark Higher Education Finance Corporation Education Revenue Bonds (Orenda Education) Series 2023a and Newark Higher Education Finance Corporation Education Revenue Bonds (Orenda Education) Taxable Series 2023b; loan agreement; trust Councilmember Hill made a motion approving a Resolution authorizing Newark Higher Education Finance Corporation Education Revenue Bonds (Orenda Education) Series 2023a and Newark Higher Education Finance Corporation Education Revenue Bonds (Orenda Education) Taxable Series 2023b; loan agreement; trust indenture; a public hearing; and other matters in connection therewith. Discuss, consider and act on an Engineering Contract with Haye's Engineering for the Seven Hills Elementary water system. Director of Public Works William explained that this contract allows us to work with Northwest ISD for the water system. Discussion centered around details of who is responsible for costs and other Councilmember Payne made a motion to approve the Engineering Contract with Haye's Engineering for the Seven Hills Elementary water system to be executed by the mayor, only after the City receives at funding commitment in writing from Northwest ISD for the water system project. Councilmember Hill second the motion, All approved. The motion passed. 8. Discuss, consider and act on changing Code Enforcement to ai full-time position. aspects of this contract. Discussion centered around the need for and benefit of changing the Code Enforcement position to full-time fromp part-time, as well ast the costs ofthis change. Council discussed that this change would not automatically create a 40 hour a week position, but would create the opportunity to do up to 40 hours based on the applicants' requests and what meets the needs of the position. Councilmember Sidebottom made a motion to move to give the mayor the ability to hire a person initially full-time, with coming back to the council to review salary.
