San Patricio Avenue. Public Notice was hereby given that the City Council may elect to go into closed session at any time during the meeting in order to discuss matters listed on the agenda concerning personnel, consultation with the city attorney, real estate acquisition, or other purposes authorized under the "Open Meetings Act". In the event the City Council elects to go into closed session regarding an agenda item; the purpose of the closed session and the section of the Open Meetings Act authorizing the session will be publicly announced by the presiding officer. The proposed debt rate to. support. I&Sis $0.162691. The proposed. M&Orate is $0.905076. The no-new revenue tax rate for the City ofMathis is calculated at $1.098086 is above the n0-new-revenue tax rate. The no new revenue tax rate is the total rate needed to raise the. same amount ofproperly tax revenue for the City, from the same properties in both 2023 and 2024 tax year. 2024 no-new revenue rate is concerning the 2024. Ad Valorem Tax Rate. $1.050094; 2024 voter approval rate $1.070907; The proposed tax rate is $1.098086. There was no one present from the general public for additional comment. 7. Conduct a public hearing to discuss the proposed Budget for the 2024-2025 Fiscal year. This budget will raise more revenue from property taxes than last year's budget by an approximate amount of $100,647, which is a 6.9% increase from last year's budget. Mayor Villarreal read the Ordinance adopting the operating budget for fiscal year 2024-2025 aloud. The MOTION: Councilman Richard Salinas motioned to approve the First Reading ofOrdinance 0-24-09- 03 adopting the Budget for the City of Mathis for the Fiscal Year beginning October 1, 2024, and ending September30, 2025. The motion was seconded by Councilman Israel Gonzales and the motion carried 5-0. 10. Consider motion of the First reading of Ordinance 0-24-09-04 Levying Taxes for the Uses and Support of the Municipal government of the City ofMathis, Texas, for the Fiscal Year beginning October 1, 2024 and ending September 30, 2025; and providing for the Interest and Sinking Funds for the Year 2024-2025 and appropriating each levy for the specific purpose; providing penalty and interest for delinquent taxes; provid- Mayor Villarreal read the ordinance aloud; and in doing. Considerr motion approving the First Reading ofOrdinance 0-23-09-05 approving and accepting the Gen- eral Tax Roll oft the City of Mathis, Texas for the Year 2024 and authorizing the Mayor to execute this ordinance as a Certificate of Approval and Acceptance by affixing his signature and seal of the City of Mr. Davis informed that this is an annual requirement to accept the tax roll provided by the CAD Chief Appraiser and indicated that the Certification of the 2024 Appraisal Roll totaled $197,795,479.00. This value is used to develop the 2024-2025 budget. Mayor Villarreal read the ordinance aloud.
