A video recording oft the meeting is available to Members Present: Mayor Michael Pye, Mayor Pro Tem Noel Nixon, Councilmembers Billy Wayne Martin, 6:30 P.M. members of the public at htps/w,faehookcom/Ciyoleonand. Staff present: City Administrator George Evanko, City Secretary Melissa Verde, Court and P&Z Secretary Kim Davis, Public Works Director Woody Patrick, and Police Chief Brian Also present were David Perkins, (Kimley Horn, Inc.), William C. Robertson (candidate for Fannin County Sheriff), Jessica Arnold (candidate for Fannin County District Attorney), Kyle Shaw (candidate for the 336th District Judge), Reggie Robinson, Darrell Meserole. Also Present: Grintz (P&Z President), and Betsy Blevins. 1. 2. Call Meeting to Order, Verification of Quorum Mayor Pye called the meeting to order at 6:30 PM after confirming a quorum was present. Invocation, Pledges of Allegiance to the United States and Texas Flags After the invocation led by Public Works Director Woody Patrick, the group recited the pledges of 3. Open Forum - Mayor Pye called for any speakers; there were three. William C. Robertson, Jessica Arnold, and Klye Shaw introduced themselves, announced their candidacy in the upcoming Fannin County 2024 Primary Election and said they would be available after the City Council meeting to talk and answer any questions. They are candidates for the following positions: William C. Robertson - Fannin County Sheriff, Jessica Arnold- - Fannin County District. Attorney, and Kyle Shaw-3 336th District allegiance to the US and Texas flags. Judge. 4. Discussion and possible approval of previous meeting minutes- December 12, 2023. followed by a second from Mayor Pro-Tem Nixon, the motion passed unanimously. Department Reports Mayor Pye called for the department reports. a. Police Chief Brian Meserole presented the police department report, announcing that an officer will possibly be leaving the department, and the position has already been advertised. b. Public Works Director Woody Patrick presented the department report and spoke about a current water leak under repair, a water line replacement, street repair scheduled for May of this year, and the upcoming lead and copper samples which are taken every six months. Also mentioned was a water line installation for well #2 which will be done in preparation for the water system upgrades, the lead and copper service linei inspection duei in October 2024, and back flow devices and grease traps requirements for businesses to ensure the quality oft the drinking water. ATCEQ violation occurred due to a clerical error in November 2023, but it has since been corrected and notices will be sent out. He asked citizens to start preparing their homes for the upcoming winter City Administrator George Evanko presented the administrative report, and mentioned the Ad Valorem has started coming in, he has been reaching out daily to get the repeater operational, the interlocal agreement has been sent tol legal for review, the elementary school is approved by the city engineer for grading, and Leonard Crossing is having another survey done to determine the right of way regarding aj possible encroachment by al homeowner. Additional updates were given on items that have gone out for bids, the new ground storage and pump house was approved by TCEQ, the Home Program has been approved and George will start the associated training, the auditor has the information, and the report will be presented at the February council meeting. d. - City Secretary Melissa Verde presented the financial report and announced the upcoming ballot application dates, current reconciliation, the audit should be completed this month, and weather and advised on dripping faucets instead of a low flow. reviewed the financial revenue and expense reports. 6. Darvin and Wendy Nolen presented the Lancet Court Apartments agenda request and after lengthy discussion Councilmember Stephens motioned to table the agenda item. With a second from Councilmember Martin, Mayor Pye called for a vote and the motion passed unanimously.
