August 1, 2024  The Gorman City Commission held al Public Hearing on1 this date @ 5:15 p.m. to determine whether a building on1 the property is South 100X125 ofl Lot 11 & All of Lot: 12, Block VI, S/D20T of Gorman, commonly known as 333 and 334 S Fisher. Owner Bobby' Wells of Eastland, TX. Action willl be taken in a Regular Open meeting immediately following this public hearing. Bobby' Wells was not ina attendance. Chuck and Cheri Troutman attended the public hearing as they are next door to this property and are very interested in getting it cleaned up and the area made safer, as part of at tree has already fallen on the roof of the smaller house which is being considered for demolition. The public hearing closed at Mayor Perry led the opening prayer followed by the Pledge of Allegiance and the Texas Pledge. Mayor Perry called the Regular Meeting to order @ 5:36 p.m. Noting those ina attendance were Mayor Perry, Commissioners Robert Ervin, Bill Miears, April James, and Luis Ramirez. Others attending were. Joni Ettinger City Clerk, of CWS David Ratliff, Tanner Abbott and Doug Burks, ESCO Larry' Watson, from Republic. Joseph Spano, and. James Flores, Joe Williams PWD, Brad & Ruth Campbell, Kim Brown, Tiffany Childers, Bill and Donna Morgan new superintendent and wife also counselor, Mary Jo Dugan, Josh After the reading of the minutes of previous meetings Commissioner Ervin made the motion to approve all minutes with a second from Commissioner Miears. Motion carried 4-0. Three separate minutes were Commissioner Miears made the motion to approve the bills as presented. Commissioner. James made a Under Citizens Forum Mrs. Dugan gave an update of the food bank. She emphasized the work oft the After hearinginformation presented by the code enforcement (Mayor Perry) stating the structure is substandard due to violations of the minimum standards for buildings set forth in City Ordinance No 2020-03-05B Commissioner Ervin made the motion to order the owner to demolish and remove the building within 30 days of the date of this order. The City will demolish the building and assess its expenses for doing so as a lien on the property if the owner does not comply with this order within the Reports were given and or submitted by each department. Sheriff Deputy Larry Watson gave the SO report. Joe Williams submitted his public works report, and Mayor Perry read the EDCI report. County Waste Service (CWS) and Republic were each in attendance with regard to the award of the solid waste disposal contract. David Ratliff, Tanner Abbott, and Doug Burks represented CWS and Mr. Ratliff addressed the commission for consideration of the contract. Joseph Spano and. James Flores were present representing Republic Services. Joe Spano addressed the Commission for consideration of the solid waste contract. After discussion and consideration Mayor Perry asked for recommendation of the company to retain, CWS or Republic, Commissioner James made the motion to retain CWS, with a second from Commissioner Ramierz. Motion tied 2-2. Inat tie situation the mayor acts as the tie breaker, the only time he can vote. Mayor Perry voted to remain with Republic Services. Commissioner Ramirez made a second, motion carried 4-0. First reading of Ordinance 2024-09-05 an ordinance levying taxes for the fiscal year beginning October 1, 2024. Commissioner.
