Discuss and consider approval: Miguel Montemayor on behalf of Alicia Montemayor, owner, is requesting to rezone a tract at 1710 E. Saint Jude Avenue, from "MH" Manufactured Housing District to "MF-1" Multi-Family- - Low Density District and adoption of Ordinance 2024-09, waiving second and third reading. 3. Discuss and consider adoption of Ordinance 2024-10, amending and adopting the City of Alton Unified Development Code (UDC), waiving second and third reading. Discuss and consider the approval ofOrdinance 2024-11, a petition from landowner, Alejandro Gonzalez, to release from Alton's ETJ a tract of] land legally described as a 5.00-acre tract of land out of the North 20 acres of Lot 44-9, West Addition to Sharyland, Hidalgo County, Texas, waiving second and third reading. Motion to approve the Consent Agenda was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 4-0. V. NEW BUSINESS 1. Discuss and consider approval of Resolution 2024-22, granting authority to accept an award for the FY2025 Comprehensive Grant and naming the Chief of Police as Mark Perez, Police Chief stated that the grant is to increase effective enforcement and adjudication oftraffic safety-related laws. The grant funds for the enforcement period of FY 2024-2025 is $20,000 with $6,102 match from the City. Staffrecommends approval. Discussion and consider approving Ordinance 2024-12, as amended, concerning solid waste rates and related matters, waiving second and third reading. Mauro Sandoval, Public Works Director stated that the updated ordinance includes a 3% increase as in the past three years; the landfill has increased their rates by 4% per year. All other changes are recommendations from the solid waste efficiency study conducted by NewGen. Staffrecommends: approval. Discussion and considera awarding bid for GLO Contract No. 23-152-001-E068, 2018 South Texas Flood Funding project = Paving and Drainage Improvements to Baudelia Rojas, Deputy City Manager stated the item being presented was for the GLO Contract No. 23-152-001-E068 South Texas Flood funding. The City published bid advertisements twice in the Progress Times and held a bid opening August 21, 2024 at 3:00 pm. Seven bids were received with bids ranging from $774,050t to $1,433,456. Staff recommends approval of lowest bidder being Texas Cordia Construction at $774,050. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by 4. Discuss and consider approving Work Authorization Number One (1) with Javier Hinojosa Engineering for engineering services related to street improvements. Jeff Underwood, City Manager stated that the item is to request authorization to allow Javier Hinojosa Engineering to begin design work for the streets listed. These are for residential streets to begin with overlays. Once design is completed, we will come back tor request authorization to go out for bid. Staffrecommends approval. One from McAllen and one from Brownsville. The incumbent is from McAllen. Recommendation to select the incumbent from McAllen, Seby Haddad. Staff recommends approval.
