General Budget Updates.  Brianna Fowler, County Auditor, presented information to the court.  UPDATE ONLY/NOACTION  C.Discuss/Vote on Salaries and Benefits for Non-Elected Employees. Treasurer Becky McCullough and Sheriff Russ Authier, presented information to the court. Motion was made by Commissioner Conley and seconded by Judge Deen to drop the 4% COLA that we gave the Sheriff's Dept., and go to the step and grade proposal with a 9%1 raise (do away with the COLA, Commissioner Conley amended his motion that the approval be for an 8% raise as opposed to 9%.  and just give them a 9% raise). (Guns and Badges only). AYES: Commissioner Conley, Commissioner Hale NOES: Judge Deen, Commissioner Holt, Commissioner Walden  MOTION FAILS  A. General Budget Updates. (Item re-visited)  Brianna Fowler, County Auditor, presented information to the court.  Motion was made by. Judge Deen to approve the budget for the Parker County Juvenile Board, including  the JJAP budget. Discuss/Vote on Proposed Tax Rate for] FY2025.  The following motions were made: like to propose a tax rate of.185262. MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Commissioner Walden that for M&0,l'd  *Motion was made by Commissioner Conley and seconded by Commissioner Walden that for the I&S,  Debt rate, Iwould like to propose a rate of. .060676.  MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Conley to propose a Road  and Bridge tax rate of0.053300. MOTION CARRIED .299238. MOTION CARRIED not limited to:  *Motion was made by Commissioner and seconded by Commissioner to propose a total tax rate of  II. Discuss/Approve precincts fund 50 and funds 1-4 for budget 2024-2025 fiscal year, including but  B. Road & Bridge Allocation.  Motion was made by Commissioner Walden and seconded by Commissioner Conley to use the same scenario as presented by the County Auditor, with the addition ofthe 1.7million in fund balance (and all  you have to do is to submit the projects you're going to use that on).  MOTION CARRIED  L.Diseuss/Approve general fund budget for 2024-2025 fiscal year, including but not limited to:  E.ITProjects & Budget Requests Update.  Abraham Favala, IT dept. presented information to the court regarding IT requests.  The following motions were made:  *Motion was made by Commissioner Conley and seconded by. Judge Deen to approve the IT requests of  the County Judge. MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Commissioner Walden to approve all of  the Non-Cap Department IT requests, presented by the IT department.  MOTION CARRIED  *Motion was made by Commissioner Hale and seconded by Commissioner Walden to approve the IT  request for the Main Courthouse Camera Project.  MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Holt to approve the  $250,000 Radio Tower Cap contingency for the IT department.  MOTION CARRIED  F.Building & Grounds Projects Budget Requests.  Crickett Miller, Elections Administrator, presented information to the court regarding striping for the new  part oft the parking lot. The following motions were made:  *Motion was made by Commissioner Conley and seconded by Commissioner Hale to fund that project at  $179,600. MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Hale to add an amount for  a used backhoe for the South Convenience Center of $50,000 to add to their budget.  MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Hale that we allocate $500,000 to Building & Grounds for use in special projects, above and beyond what's already in the  budget. MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Commissioner Holt to allocate funds, not  to exceed $500,000, for Auto Registration remodel requests. Discuss/Vote on Additional Employee Salary Requests and/or New Positions.  The following motions were made:  *Motion was made by Commissioner Walden and seconded by Commissioner Hale to approve the salary  re-class request ofJP3 3, as presented by County Treasurer Becky McCullough.  MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Commissioner Hale to approve the request  ofConstable 11 for a new employee. and all the cap that goes along with it.  MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Commissioner Hale to approve the request  ofConstable 3 for a new employee and all the cap that goes along with it.  MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Commissioner Hale to take the uniform  pay from $600 to $1,200 (per person) for Constables offices, 1,2 and 3.  MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Holt to approve the  request ofthel Medical Examiner for a part-time clerk.  MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Holt to approve the request ofthe Building & Grounds Director (Dept 510), for one ofhis employees to go from part-time to  full-time. MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Hale to approve the request of the Building & Grounds Director to re-allocate some ofhis part-time money to dept. 513,to  move aj person to the Convenience Center. Dept 4061 to transfer that equipment trailer to the City of Weatherford.  *Motion was made by Commissioner Walden and seconded by Judge Deen to approve the request of  MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Judge Deen to approve the requests of  County Court at Law 2, as presented by the Purchasing Agent. MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Hale to approve the request of the County Attorney (Dept 475), for I Explorer, plus outfitting for that vehicle.  MOTION CARRIED  *Motion was made by Commissioner Holt and seconded by Commissioner Walden to approve the  request oft the District Attorney for protective vests for $7,500.  MOTION CARRIED  *Motion was made by Commissioner Holt and seconded by Commissioner Walden to approve the  requests of the Elections Dept. for V-drives for $13,400.
