LILA DEAKLE PARKER COUNTY CLERK    Minutes: Budget Session August 20, 2024 Page1  BEITKNOWN that on the 20th day of August, 2024, the Honorable Commissioners Court of Parker County, Texas, convened in a Budget Session hereofi in the Commissioners Courtroom on the first floor oft the Parker County Courthouse, One Courthouse Square, Weatherford, Texas, for the following  purpose, to wit: Present: County Judge Pat Deen Commissioner Conley Precinct 1 Commissioner Holt Precinct 2 Commissioner Walden Precinct3 3 Commissioner Hale Precinct 4 County Clerk Lila Deakle The meeting opened at: 9:00 a.m. LAPPROVAL:  A. Authorization to apply for and accept Senate Bill 22 Rural Law Enforcement Grants. Motion was made by Commissioner Walden and seconded by Commissioner Holt to approve.  MOTION CARRIED  B.PCSOPatrol Building, Mobile Modular Change Order 1.  Motion was made by Commissioner Walden and seconded by Commissioner Hale to approve.  MOTION CARRIED limited to:  I. rseItDsCIAPProve general fund budget for 2024-2025 fiscal year, including but not  A. PreentDscusAPprove general fund budget for 2024-2025.  UPDATE ONLY/NO ACTION  B. General Budget Updates.  NO. ACTION NOACTION  C.Building & Grounds Projects & Budget Requests Update.  D.ITProjects & Budget Requests Update.  Motion was made by Commissioner Conley and seconded by Commissioner Holt to go ahead and do the $40,000 contingency money and $14,264.73 for the. Juvenile Probation at the request oft the ITI Director.    Minutes: Budget Session August 20, 2024 Page 2 MOTION CARRIED  J.Additional Employee Salary Requests and/orl New Positions.  Motion was made by Commissioner Walden and seconded by Commissioner Hale to fund those  employees for Transport at the Sheriff's Office.  MOTION CARRIED  E.C Capital & Non-Capital Budget Requests.  The following motions were made:  *Motion was made by Commissioner Walden and seconded by Commissioner Holt to approve the vehicles and equipment necessary for the operation of those two new employees.  MOTION CARRIED Court went into recess at: 9:58 a.m. Court reconvened at: 10:11a.m.  *Motion was made by Commissioner Conley and seconded by Judge Deen to approve the requested vehicles for Dept's 562, 563 566 and 568, of the Sheriff's Dept., to replace existing vehicles.  MOTION CARRIED  A. Frsent/DscusAPprove general fund budget for 2024-2025.  The following motions were made:  Kim Rivas, Purchasing Agent requested approval for requests in the Contract Services Line. *Motion was made by Commissioner Walden and seconded by Commissioner Hale to approve the Axon  and Cad licenses for Dispatch. MOTION CARRIED  *Motion was made by Commissioner Walden and seconded by Commissioner Hale to approve up to  $39,000 for the body and car cameras that have been requested. Motion was made by Commissioner Walden and seconded by Commissioner Holt that we take the $7,277 from that particular line (that would be the Weatherford Public Library line) and transfer it over to what  would be the Meals on Wheels program line.  MOTION CARRIED  E. Capital & Non-Capital Budget Requests.  Motion was made by Commissioner Walden and seconded by Commissioner Holt to approvea911  recorder for Dispatch for $33,514 which will be reimbursed by COG.  MOTION CARRIED  H. Salaries and Benefits for Elected Officials.  NOACTION  I. Salaries and Benefits for Non-Elected Employees.  NOACTION  J.Additional Employee Salary Requests and/or New Positions.  Motion was made by Commissioner Conley and seconded by Commissioner Hale to approve the two positions requested by the Sheriff's Office (1 criminal investigator and 11 financial crimes).  MOTION CARRIED  B. General Budget Updates. Comments were heard from the following citizens: 1.State Representative Elect, Mike Olcott 2. .Larry Bartoli, Parker County Citizen  NO ACTION  G. Health Insurance for Retirees, Post 65s supplement rates.  Motion was made by Commissioner Walden and seconded by Commissioner Holt to approve the updated  rates as presented by County Treasurer Becky McCullough.  MOTIONCARRIED  J.. Additional Employee Salary Requests and/or New Positions.    Minutes: Budget Session August 20, 2024 Page 4  The following motions were made:  *Motion was made by Commissioner Walden and seconded by Commissioner Holt to approve an increase in salary for an employee in Constable 2 office, as presented by County Treasurer Becky  McCullough. MOTIONCARRIED  *Motion was made by Commissioner Holt and seconded by Judge Deen to remove the request of the Tax assessor for I additional employee,just fort this year, and expect to have it added for consideration next  budget year. MOTION CARRIED  *Motion was made by Commissioner Conley and seconded by Judge Deen to approve the request ofthe Medical Investigations (Dept 474) for 1 investigator, and the Cap requests for this position.  MOTION CARRIED including but not limited to:  II.
