A Public Hearing and a Regular meeting of the Commissioners Court of Garza County, Texas was held on Monday, September 9, 2024 beginning at 9:00 a.m. at the Commissioners Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 4-Giles W. Dalby and Pct. 3-Ted Brannon County officials present: Terri Laurence, District & County Clerk, Terry Morgan, Sheriff, LuAnne Terry, Treasurer, Nancy Wallace, Tax-Assessor Also present Carol Williams, Administrative Assistant; Michael Isbell, Emergency Management Coordinator; Kylene Wheeler, Elections Administrator; Danya Peterson, Agri-Life Extension Agent; Xane Reiter, Family Health Community Agent; David Graves, Constable Pct. 1 and Anna Judge Norman called the Public Hearing on Tax Rate to order at 9:00 a.m. Judge Norman: Explained the proposed tax rate is set at.7160. The current  was not present.  Collector and Ted Weems, County Attorney.  Gibson, Post Dispatch.  tax rate is .7183.  Public Meeting adjourned at 9:14 a.m.  Judge Norman called the Regular Meeting to order at 9:16 a.m.  Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment  None presented.  Order 4: Minutes from the August 27, 2024 regular meeting were  approved as presented with a motion by Commissioner Williams and seconded by Commissioner Wilks. With a majority of the court members voting aye, the motion carried and SO ordered.    Order 5: Came on for consideration was accounts payable from August 27,  2024 through September 9, 2024. Motion was made by Commissioner Dalby and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and  SO ordered. See attachment.  Order 6: Reports from county offices-The following items of information  were brought before the Court as a written and/or verbal  Report:  Sheriff Morgan: Jail inmate count; 85, 26 are county inmates and 59 are out of county. Garza County Billing and Calls for Service Xane Reiter, Family Health Community Agent: Reported numerous Danya Peterson, Agri-Life Extension Agent: Reported numerous Michael Isbell, Emergency Management Coordinator: Continuing Kylene Wheeler, Elections Administrator: Will be having an Elections 101 meeting on September 23, 2024 from 3:00 p.m.- 4:00 p.m. and 5:30 p.m. - 6:30 p.m. and is open to everyone. Nancy Wallace, Tax-Assessor Collector: Requesting $2,000.00 for her budget on a Tax Program for the County Website.  Reports for August 2024. See attachment.  activities. See attachment.  activities.  working on Hazard Mitigations.  See attachment.    Judge Norman: Wrote letter on an update of the Dalby Jail for Dalby employees and citizens of Garza County. See attachment. U.S. Bank: Garza County Public Facility Corporation Taxable Project Revenue Refunding Bonds, Series 2012 from August 1, 2024 to August 31, 2024. See attachment. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to accept the reports as presented. With a majority of the court members voting aye, the motion carried and SO ordered.  Order 7: Consider to approve Texas Association of Counties Workers'  Compensation Coverage. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to approve the Compensation Coverage. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment.  Order 8: Budget Amendments and Line Item Transfers.  None presented.  Order 9: Consider to approve and adopt Tax Rate with Record Vote. A  motion was made by Commissioner Dalby and seconded by Commissioner Wilks to set Tax Rate at .7160. With the vote being called for and all four court members, County Judge, Lee Norman; Commissioner Pct. 1, Jeff Williams; Commissioner Pct. 2, Kim Wilks and Commissioner Pct. 4 Giles Dalby voting aye, the  motion carried and sO ordered.
