Proofofposting of notice in accordance with the provisions of Title 5. Chapter 551. Government Code (Vernon's Texas Codes Ann. 1994) as amended. known as the Texas Open Meetings Act. Judge Elliott asked for proof of posting and the same was affirmed by Elizabeth Percz, County Clerk, on the north and: south door andt the bulletin board. Commissioner Albright was not present for the meeting.  2. Public comments. No public comments. , Elected official reports. No elected official reports. The non - profits are done.  Discussion and/or action concerning American Rescue Plan.  5. Discussion and/or action concerning changes to the Falls County Employee Handbook.  Commissioner Wuebker made a motion to approve the changes to the Falls County Employee Handbook.  Commissioner Green seconded; motion carried.  6. Discussion and/or action conceming approving county official's bond.  Commissioner Green made a motion to approve the county official's bonds. Commissioner Willberg seconded;  motion carried.  7. Discussion and/or action conceming accepting donations for Fallso on the Brazos Park.  Commissioner Wuebker made a motion to accept the donations of $500 from Thigpen Ranches, LTD and $5,000 from National Grid Renewables for the Falls on the Brazos Park. Commissioner Willberg seconded; motion  carried.  Discussion and/or action concerning Cego-Durango WsC road cut/bore on CR484.  Commissioner Wuebker made a motion to approve the Cego - Durango WSC road cut/bore on CR 484. 9. Discussion and/or action concerning Interlocal Agreement for Assessment and Collection ofTaxes.  Commissioner Green seconded; motion carried, There are no Interlocal Agreements currently.    10. Discussion and/or action concerning new computer for Constable. Pct.1.  A new computer for Constable, Pct. 1, has already been approved at aj previous meeting. 11., Discussion and/or action concemning SB22 Rural Law Enforcement Salary Assistance Program.  Commissioner Green made a motion to approve the SB22 Rural Law Enforcement Salary Assistance Program  Grant Agreement. Commissioner Willberg seconded; motion carried.  12. Discussion andfor action concerning payout of compensatory time forone (jail employce.  Commissioner Willberg made a motion to approve the payout of compensatory time for one jail employee. 13. Discussion and/or action concerning approval of the purchase ofs storage containers. safety equipment and data Commissioner Green made a motion to approve the purchase of storage containers, safety equipment and data management access with the Sheriff SB22 Grant funds. Discussion and/or action concerning water storage tank for thej jail.  Commissioner Green made a motion to approve the water storage tank for the jail. Commissioner Willberg Commissioner Green amended his motion to take the money fort the water storage tank from contingency, 15. Discussion and/or action concerningn purchase of3 new computers for the Sheriff and Jail Departments Commissioner Willberg made a motion to approve the purchase of3 new computers for the Sheriff and Jail  seconded; motion carried.  Commissioner Willberg seconded; motion carried.  Departments. Commissioner Green seconded; motion carried. 16. Discussion and/or action concerning updating Tax Abatement Guidelines.  Nothing to discuss at this time. amount of $256.386.80.  17. Discussion and/or action conceming approval ofuc DY13) FINAL IGT (indigent health care)payment in the Commissioner Wuebker made a motion to approve the UC DY 131 FINAL IGT payment in the amount of  $256,386.80. Commissioner Willberg seconded; motion carried. 18. Discussion and/or action concerning MowerMax lease agreement.  The MowerMax lease agreement will be for 4. years with Candence Bank, with the first payment being due today. Commissioner Wuebker made al motion to take the money from her budgeted health insurance line and  payback to make that payment. Commissioner Green seconded; motion carried.  19. Discussion and/or action concerning Vahia Pipeline.  Discussion only, Discussed having bonds in place with the road use agreement..    20. Review and discussion of Road and Bridge precinct work reports. including Administrator's progress report. Jeff Jackson, Road and Bridge Administrator, stated that he has one case ofcovid. He also has a foreman that is still out.. Jeffi informed thati is purchased the belly dump trailer but did not purchase the haul truck. Jeffs stated he received an cmail about removing endangered species from the debris under bridges. Judge Blliott is going to get the permits to burn the limbs for FEMA from TCEQ and the Texas Historical Commission. Jeffinformed that 21. Discussion and/or action concerning the approving of payment of bills. including reimbursements. late charges. the transfer of cash or funds from any line item or departments to another. book transfers and any budget amendments: including but not limited to discussion and action concerning department or non-departmental Commissioner Green made a motion to approve the payment of all bills, budget amendments, and payroll. 22. Discussion and/or action concerning 2024-2025 budget including anticipated income and expenses: the Falls County Detention Center: departmental linc items: all funds. including general fund and Farm-to-Market Lateral Road Fund. upcoming year's Appraisal District Budget: fees for processing.payrolk: and as relevant. what County shall charge school districts for assessing and collecting taxes. and/or other services: and other matters conceming said budget. including budget requests from any elected official, or office heads. Judge Elliott presented the changes that the Sheriff's Office brought to him for consideration. The. Judge and Commissioner's discussed and decided tol keep the budget the same. The only change that was made was adding Commissioner Green made a motion to add $1, from contingency, to the line item for the g" deputy.  the deadline for the debris to be cleaned up is November 16, 2024,  items with line items that go past their budgeted amounts. Discussion and/or action conceming filing proposed budget for fiscal year 2024-2025 budget. and setting date of Commissioner. Wuebker made a motion to file the proposed budget for fiscal year 2024-2025, and setting date of public hearing, and subsequent vote on 2024-2025 budget. Commissioner Willberg seconded; motion carried. 24. Discussion and/or action concerning recorded vote on consideration of proposed tax rate. fiscal year 2024-2025. Commissioner Willberg made a motion to accept the proposed tax rate of $0.73509. Discussion and/or action concerning publishing of public notice and setting of public hearing on Monday, Commissioner Green moved to publish the public notice and set a public hearing on. Monday September 9, 2024, at 9:00 a.m., regarding the proposed tax increase. Commissioner Wuebker seconded; motion carried. 26. The vote on the adoption oft the budget for fiscal year 2024-2025 will be held on Monday. September 9, 2024. at The vote on the adoption of the budget for fiscal year 24-25 will be on Monday, September 9, 2024, at 9:00 A.M.  seconded; motion carried.
