Agenda Item - Approval of minutes ofJuly 9, 2024 minutes ofJuly 9, 2024. Motion passed unanimously. Motion was made by Councilman Kendrick and a second by Councilman Bolling to approve the Agenda Item - Agenda Additions Mayor Lambert asked for any additions to the agenda. He said he would like to add the closing date for the Splash Pad, new equipment purchase that was in the budget, and a close session for the purpose of discussing the sell ofland. Agenda Item - Ratify the CPROP Resolution Mayor Lambert said a CPROP application was submitted for Fifty Thousand Dollars ($50,000) and it had to be submitted by the end ofJuly. Area Electricity Susan Mullins said the Historical Society pays the electric bill for the entire building which includes the concession area and when anyone uses the concession area it adds to their electric bill. Councilwoman Rife said she thought anyone using the concession area was supposed toj pay to use the concession area. She said they have received twenty-five dollars ($25) from the Kiwanis and twenty-five ($25) from Social Services. The bill has gone from One Hundred and Sixty-eight dollars $168.00) last year to Five Hundred and twenty-four dollars ($524) this year. Mayor Lambert said that there was also a donut truck plugged into to their power. Susan said there were two days the Kiwanis Club was in the concession area and would concede it could have doubled. Councilwoman Rife said she could not see it using that much electricity because that area is not that big. Councilman Childress said the cost to change the power to have a separate meter would be awful. Susan asked the council's input on what they need to do, and Councilwoman Rife said she thought that anyone that used the concession area needed to pay. Mayor Lambert asked what ai fair amount to charge as the fee to use the concession area would be- --maybe fifty dollars ($50.00) and Councilman Kendrick said at least fifty dollars ($50.00). Councilman Bolling asked ifitis a hard fix to separate the power and put a meter on the town'se end. Councilman Childress estimated the cost at fifteen hundred to two thousand dollars ($1,500-$2,000). Mayor Lambert said David Salyer said he could change it over, but you would need a meter for that side of the building. Agreement for the Jettie Baker Center Mayor Lambert said in the packet is an agreement he asked the town attorney to prepare for the use oft the Jettie Baker Center. Iti is not very detailed, but more stipulations can be put into it as needed. He asked for any additions to the agreement and Councilman Rose said he thought on the bottom needs to have a line for the rental cost and the mailing address needs to be included. Councilman Bolling asked if renters sign an additional contract like they are responsible if they get hurt and Mayor Lambert said they have not had any besides this agreement. Councilwoman Rife said when she worked with performers at the Jettie, they will send a contract, and you can go thru the contract and mark the things you can not do and you need to tell them what they are Motion was made by Councilman Rose and a second by Councilwoman Rife to approve the Facility Use Agreement with the recommended additions. Minutes- - Regular Town Council Meeting August 13, 2024 Page 3 Agenda Item - Ralph Stanley Museum Wall Repairs Mayor Lambert said the wall in front of the museum has started to fall from all the rain. He has contacted some people that repair walls. One person, Ronnie Hall, is from Pound and another Ricky Rose from Castlewood has also looked at the wall and he has repaired walls in Norton. Clyde Elkins is also going to puti in al bid on the repairs. Ronnie Hall gave him an estimate ofNine Thousand Eight Hundred and Fifty Dollars ($9,850) and the town furnishes the material and the excavator. Ricky Rose gave him an estimate of thirty-eight hundred dollars ($3,800) to do the repairs. He has done work in Abingdon, Norton, and put the rock on Wise Lumber. Motion was made by Councilman Kendrick and a second by Councilman Bolling to authorize Mayor Lambert to work with Ricky Rose on setting a date to have the wall repaired. Motion passed unanimously. Agenda Item - Closing Date for Splash Pad Pad on Labor Day. Motion passed unanimously. Motion was made by Councilman Bolling and a second by Councilwoman Rife to close the Splash Councilman Bolling said he would like to see another shed built at the Splash Pad. He mentioned putting up a canopy to help provide shade. Councilman Childress suggested buying a couple of carports and putting on the asphalt next to the bathrooms until the Town has the funds to build a shed. When a shed is built, the carports could be used somewhere else in town. Councilman Kendrick said he had purchased some from Carolina Carports and would give Mayor Lambert a contact number for them. Mayor Lambert said a couple of them would get together to see where one could be put. Agenda Item - New Equipment MayorLambert said there was money in the budget for a new truck, and an excavator. The bobcat that the town now has does not have a high flow hydraulic pump or a cab. They make a brush hog for a bobcat ifyoul have al high-speed pump oni it. You can take it up on Charles Street and Factory Drive to clean the banks off. Everything in town is growing toward the road and we don't have the inmates tol help like we use to. Councilman Bolling asked ifhe wanted to trade: it in and Mayor Lambert said you can either trade in or put it on GOVDEALS.gov. Councilman Bolling asked if he has priced a new one and Mayor Lambert said the brush hog would be Nine Thousand Dollars ($9,000) and probably Seventy Thousand Dollars ($70,000) for the Bobcat and probably Eight- nine Thousand ($89,000) in for everything. Mayor Lambert asked for the council's approval to look into the pricing of a bobcat and attached equipment and the council agreed to him getting some price quotes. Minutes - Regular Town Council Meeting August 13, 2024 Page 4 Old Business: Councilman Kendrick said Shane Wallace had asked him about the suboxone clinic and asked if the council had done anything on that. Susan Wood, the town attorney, said that something had been done through the Zoning Ordinance and there is a Planning Commission meeting next Tuesday to make sure everyone is good with the way it reads, but it is addressed in the Zoning Ordinance. Councilman Bolling asked ifit passes does that mean the one in town has to move, and Susan said no that one does not have to move. She said that the wording in the proposed ordinance is that it can not be sO many feet of a preschool, daycare or a place of worship. Councilman Kendrick said that he wanted to forward an email to Susan to review for her opinion. Reports and Communications: 1. Town Attorney - Susan Wood said she had sent Judy an email about the derelict buildings and the letters. There are several letters that need to be sent out to request that they board up the windows and doors within ten (10) days so that they will bei in compliance with the statue. Mayor Lambert asked ifin the letter, can it be requested that within a certain period oftime they outline what their intentions are concerning the building. Unfortunately, the statue reads that you have up to six (6) months to board up the building. You only have one (1) that may be in compliance ofb being boarded up. 2. Town Council - Doris Rife She said there is a house on Main Street that has junk and two (2) trucks that people are asking her about and wondering why that one is not being cleaned up. Itis the worst thing in the town. Mayor Lambert said that person has died, and his brothers have asked for a little time to geti it cleaned up. The owner ofthe house is working on an eviction ifanyone else is still living there. She said she would like to look into a tent for the town that has the Town ofClintwood on Talbert Bolling. Het thanked all the employees for doing an immaculate job. There is only one or two meetings before Halloween and asked ifit is going to be done at the park. Councilwoman Rife: said that whoever is over it will usually contact her, and it has been Cindy, sO she will contact her. Halloween is on a' Thursday this year and it was the consensus of the Council to observe iton Thursday and have it at the walking track park. Talbert suggested talking with David about what itv would take and cost to get some power (power receptacles) along the sidewalk at the football Ron Kendrick - He said there is a business in Pound that has shown interest in coming to Clintwood. Itisai nail salon, and they inquired if there were any open buildings in Clintwood to rent. Town Council discussed a couple of possibilities. Ron asked for any updates on thej property beside Advance Auto and Mayor Lambert said the trailer is gone. The frame should be moved the front and would like to try to have it by Halloween. field. Also, he contacted Larry Barton about some funds from the Road Funds and he suggested he contact Rhonda about putting it on their agenda that the town wants funds to help to widen that road (street). Jeff Newberry and AC Blevins are also on the board ifany council members see them, mention to them about trying to get funding to widen that street. Councilman Bolling asked if the council was interested in a sliver of the frontage of Jayne's property because ifv we are then maybe getting the wall guy to go ahead and get him to replace it. Mayor Lambert said that the long-range plan was to try to get that. Jim said he had looked at that and once you get pass Jayne's you are going to narrow: right back down. Jim Childress - None Andy Rose - He expressed his appreciation for allowing them to use the Splash Pad for the back- to-school event. Mayor Lambert asked for any updates on. Pioneer Days and Andy said they have about seventy (70) vendors and they have authorization to use the old Food City parking lot. Also, Councilman Bolling asked for an update on the light at the roundabout and Mayor Lambert said conduit was put in last week and just waiting on AEP to put the lights on the old Huddle House side. Right now the town does not have the money to put the pole in the middle ofthe roundabout. Councilman Childress asked about the light pole at. J& R and Mayor Lambert said AEP said it would be six (6) to ten (10) weeks out to get the pole. Councilman Bolling asked for any update on the burnt-out building at Vance's and Mayor Lambert said the bank has the building and they have insurance on it so they should have the money to tear it down. He is waiting to hear back from the bank but may have to send them al letter sO he will get Susan some information. Mayor- - He said they are trying to get people to clean their property up and mow their grass. He they have their committees formed. thanked the police officers for their help with this.
