A "Called Meeting" of the Boydton Town Council was held on Tuesday, January 30, 2024, beginning at 5:30 P.M., in the Town Hall Council Chambers with Mayor Christopher D. Starke presiding. Bowen, MMC, Clerk-Treasurer The Mayor, Christopher "Chris"S Starke, opened the "Called Meeting" by stating the reason for the meeting was to discuss the fiscal year 2024-2025 Mecklenburg County budget procedures, the submission format, and their timeline in which all requests have to be submitted to them by 5:00 P.M., on February 16, 2024. This procedure is in order for their comprehensive budget to bej presented to the Board at their April meeting. Mayor Starke and Mrs. Bowen, Clerk-Treasurer, had put together some reasons to present to the council as to why they felt we should request a much larger sum of money this year (upon the council's approval) before presenting it to the County Administrator and the Board of Supervisors. They had put together an approximate ten (10) reasons of discussion as to why it was determined the town should make this request from the County. These reasons are listed as follows: 1. The loss of revenue from the closure ofthel local jail (Approximately $54,000) 2. Loss of] Revenue from closure of Mecklenburg Correctional (Approximately $260,000) 3. Projected revenues from Microsoft falling short of what was originally projected 4. Loss ofi franchise tax revenue from Touchstone and First Citizens bank due to their 5. Loss of tax revenues with the County purchasing properties in town and now becoming 6. Loss of annual revenue from Dominion Energy utility taxes (Approximate $294,000) 7. Increased costs to the town's insurance policy for our Waste Water Treatment Plant due to the two (2) expansions of $4.1 and $6.1 million in 2016 thru 2024 8. Possibility of more staff and more equipment costs to handle all the new expansions 9. Town only receives sewage from Microsoft, which is half of what was lost from the 10. Sewage income from new consolidated school is only 1/3 of what was projected (Approximate annual revenue of $149,000) closures in town (Approximately $75,000) classified as "tax exempt" prison closure (Water evaporates % year) After different thoughts, questions, and various comments were made from the council, Councilman Bill Thompson moved to submit the town's request of $255,300.00 to the County Administrator and the Board of Supervisors. Councilman W. H. Coleman seconded the motion and all remaining members voted in favor. Mayor Starke advised he would arrange to meet with our Board of Supervisor's representative, Mr. David Brankley, to discuss our losses and our thoughts concerning this and to seek his opinion.
