Mayor & Town Council Monthly Public Meeting Date: Tuesday, April 23rd, 2024. In Attendance: Mayor Robert Reckart Councilman G. Michael Brady Councilwoman Theresa R. Johnny Hawk - - M AITT Mayor Reckart called the meeting to order at 7:01 PM. Mayor Reckartasked guest Rita Lambka to open with prayer, then led the meeting with the pledge of allegiance. Mayor Reckart at this time swore in new councilmembers John Hawk & Rebecca Lipscomb. Councilman Brady motioned to accept the meeting minutes from Monday, March 25th, 2024. - 1906 Councilwoman Harvey seconded the motion. 4-0. Motion carried. Recognized Guests: Thomas Vose- Ruth Enlow Library - There are a lot of programs happening at the libraries throughout the county. They are currently having a Garden Improvement Program, STEAM Program, MD DNR will be joining them with Smokey the Bear, getting ready to kickstart the summer Reading program, and have had 77 participants for the 1,000 books before Rita Lambka - Resident - Asked if the town had heard anything about the ongoing water issue. Informed the council that a gentleman from the state came down to a neighbor's! house and av water sample from them. Mayor Reckart informed everyone that he had heard from the got county and was informed that the water testing that was performed by them was all within limits. The county is continuing to further investigate the issue. They believe that the issue comes from one part ofthe town not using as much water as the rest of the town. councilmember Harvey stated that she received a letter in the mail from the Public Utilities Department stating how the testing of the water has been within the guidelines. Theresa Harvey - Veteran Councilmember - Asked ifthe town would put one more "Green Turtle" on state street to try to get traffic to slow down. Mayor Reckart said the councih would decide kindergarten. on that, and it will be under new business. Asked if there have been Bucket Restaurant. any updates on the Coal Mayor Reckart stated that we can'ttechnically do anything about Bucket as the town, until Barb has officially closed. the Coal plowed off Paugh, Rebecca Glotfelty - Kitzmiller Town Clerk - Had a complaint about a few potholes on Kitzmiller Addition Alley and of a few places that needed to be fixed from where the snow was * Also, in attendance (with no comments) Missi Nesselrodt, Justin Nesselrodt, Sharon of the road and into someone's yard. Rhonda Sisler, & Diane Nye-Paugh. * Grants: USDA = Dump truck - Build Date is the week of May 27th, 2024. New VIN# has been received. Community Parks & Playgrounds Restrooms at Park - Prices for suggested have not been received yet. Will be sent to the council once prefab buildings they are received. Project Open Space - Portable Stage - Order Invoices have been received, and the product is currently being produced. CDBG- 1. Blighted Property - A public meeting for Interested Parties" has been set for Monday, May 13th, 2024, at 6 PM, upstairs at the Kitzmiller Community Building. 2. Window & Floor Replacement at Community Center - Application is pending. A company out of Pittsburgh has been contacted to provide an estimate, and the new window estimate has come in from Belt and has been submitted. We arestill accepting Letters of Support fort those who are interested. New Business: D Update on Security Systems = Installation at the School Building should be completed by May Sponsorship for KEGYL - Letter: Councilmember Brady motioned to Sponsor the youth league in the amount of Constant Yield Tax Rate: This was voted on in the last meeting, however, Beccie was able to speak to Zachary Grissard, the Area Supervisor. He informed Beccie that if we keep the CYTR at the same rate as last year, we do not have to do all of the extra steps to keep it the same as the previous year. Do we want to lower itto what the newly suggested tax rate is, or keep it the Councilmember Brady motioned to keep the vote the same, per last meeting. Councilmember Brady motioned to accept the estimate from Gutter Tech in the amount of $1,205.00 for the gutter repair above the library. Councilmember Hawk seconded $400.00. Councilmember Hawk seconded the motion. 3-0. Motion carried. same as last year? Councilmember Lipscomb seconded the motion. 3-0. Motion Carried. Councilmember: Concerns: G.N Michael Brady- Received a personal phone call about the property the lines Kitzmiller Addition Alley on the back side. The property owner is aware that the property has been sort of taken over and filled with junk. Suggested that the town send him a letter stating the ordinances that have been violated with pictures of the area. Once a response has been received from the said property owner, thet town should then take the necessary measures to ensure the public safety of the property. The council agreed to send a letter to the property owner. Johnny Hawk-N Nothing. Rebecca Lipscomb - There is a pothole at the bottom of Homestead Street that needs to be repaired. Request that the ditches on Spring Street leading down to Homestead Street be cleaned out. Cory R. Stieringer - Absent. Councilmember Brady motioned to adjourn the meeting at 7:30P.
