Approval of Minutes from November 27, 2017 Rita motion to accept the minutes, Recognized Guest: Linda Welch, Tabitha Upton, Dale Lipscomb, Officer Shawn Dale Lipscomb- Heat for museum, and 4 out of the 6 lights still need fixed. Linda Welch- Open gym on Wednesday from 6pm to 8pm, to play basketball and possible volleyball. Linda agreed to making sure she was the adult there and responsible for cleanup, damages, and lock up. Mike motion to let Linda Welch have an open gym, Allan 2nd, 4-0. Katie will be having Linda and Roxanne sign a sheet since they have an open gym. Tabitha Upton- here to be here Officer Shawn Durst- Not many calls to Kitzmiller this month. Someone had complained about shooting within town limits and it can be disturbing the peace and the town also has an ordnance for not shooting a fire arm in town limits, we would have to contact the code enforcer to take that any further. Grants: CDBG Sidewalks- Starting Spring 2018 CP&P Harrison Hanlin- We have the picture and sending it to get the sign CP&P playground and park updates- Starting updates to the bathrooms in made. the park in the spring 2018 POS Ball Field- Got back the first reimbursement from this project, and waiting for spring 2018 to put up new back boards and need to order bleacher covers. Old Business: Katie is calling about the chair lift to see when someone can come down PACE meeting- Robbie is taking picture of the ice that comes off the highway down the additional ally way and the state highway. Asking for and look at it to give us a full estimate. money for a new roof at the school. New Business: Kitchen- Bryce was down for health department inspection, we passed. Joanne and Larry Gregg said they Donation letter for After School Program we will be working into the budget for 2018/2019 year. Head start no longer uses this area. Then we can take it around to people in town who are in need of or if we get the farmers market start sell it there to make money for after school. LeafVacuum- $5,000 for the vacuum, Loch Lynn has contacted Robbie to ask if they can go half $2,500 on the machine with us and set up a schedule for usage and they have agreed to pay to have it serviced. We can give Oakland the $5,000 and then have Loch Lynn pay us $2,500. Homecoming will be the 30th year, Katie has sent letters for the free vendor spots from vendors last year, and will start committee meetings February. Garbage List- Katie has figured out there have been some people who have not been getting charged garbage fees every quarter. She has worked with Lori Collins and now has a new and updated list for garbage fee and everyone who should be charged in town. If people do not pay we do not pick it up, if the trash gets too bad in there yard or trash bins we will contact the code enforcer to have him come in and enforce ordinance No. 6Month Budget Report- We had a couple thing in the negative, Museum building was in the red because of the internet, when we did the budget we did not have internet then it will be put in the new budget for it. School expense was in the red because of updating the kitchen area for hot meals. 2005-02 DEBRIS, TRASH, AND RUBBISH. Everything else looked good. Mike- nothing Allan- There's a pot hole at the end of the road around the turn on Homestead St. Started to discuss about going into executive session, (Tabby and Dale Left) but no one motion to go in because Robbie had something else he wanted to talk about before we would have gone into it. Robbie proceed to ask Rita and Sharon if they had anything else, then back to Allan. -Allan had a couple people come to him about Barb and employees smoking in the restaurant, Robbie said he would talk to her. Then if we were going to start charging her rent since she's been there and doing well for a while. No because she does things there that we don't know about and she pays for them. Apartment gas once they get caught up can it be put in their name? No other tenant has had it in their name because of it being hooked up with Coal Bucket gets to confusing. Rita- Johnny called about the letter he réceived from the town about the property we use the let off firework. He is not responsible for if anything happens to anyone. The answer is no because the fire work guys have their own insurance and that's why the fire Marshall has to sign off on the site that it iss safe. Sharon- nothing Robbie- Pole Building- We would like to work it into the budget to get pole building to store the new leaf vacuum since it will just fit with no extra space in the garages and it will be extra storage area for other equipment. Now that the lot has been released back to the town from community action we can take a loan out for the building and make one bigger payment a year and have it paid off in 3 or 4 years. Recognized Guest: Tabitha Upton, Dale Lipscomb Tabitha- asked about the old PTA building behind the school if she could clean it out SO the Afterschool program can put their gardening supplies/tools in there. Yes it was afterschool after PTA was done. Dale- asked about the electric in the museum, Heligi's was there and will be coming back the next day. Also was wondering when we can get a sign made to put out on west Main Street and also on State Street. With State Street Mayor Reckart said we have to have permission from the state before we can put it up. We will check into it. Also a friend of Dales will be bringing things down for the museum and he has some ideas for moving somethings around this year in the museum to keep items all together. Sidewalks- Waiting for nice weather. Katie is getting ahold of Lapp to see if Harrison/Hanlin- The sign is in process of being made right now. Park Updates- Waiting for the nice weather to start updating the Grants: they have a start date in mind. bathrooms. Some discussion has been made about going with a green roof. Robbie had a meeting in Cumberland with Robin Douglas to look at a building that was just put up with a green roof. Looks like it will be great for us. And also while the roof is getting re-done it was talked about from USDA that we would be able to Neubeam- Kitzmiller is a target area now for this new internet that would goall through the town. We would be able to put a dish on top of the school and the range would go all thru town. We will give them some options on what they could Now that hot meals is moved to the school we need to look at Shirley cleaning. Since there are not a lot of people in the community building now come 2018/2019 budget meeting we may want to look into asking her if Chair Lift- We had a gentlemen come from Walnut Medical Services who looked at the location and gave us a quote. $5,900 for a new chair lift in the community building. It could go into the next fiscal budget. Katie is going to call the inspector and see if he can review the lay out of the chair lift to Carol Ann had asked if there was any way the Lions club would switch her closet. The closet that is in the kitchen stores the lions club stuff and since Carol Ann and Sandy are there two days a week now that closet is bigger and is right there in the kitchen for them to get to better. And their phone can be placed in there as well. Everyone agreed that that was a good idea, the town need to get more material to build doors onto the existing storage do. she would just clean when it is rented. make sure it would pass before we would purchases it. area SO the lions club can still keep their stuff locked up. Leaf Blowers were stolen from the garage. We have filed a police report but have heard nothing back from it. We will need to get new ones for the guys. Just need to go through the budget first. Garage door in the main shop is broken, Katie is looking into getting a new one installed from HPG to replace two panels in the doors cost $1,332.To replace the whole door is $2,635. Robbie called CN Metals and they gave him a quote of $1,470 for a whole door. We need to look into getting Toby and Robert rain gear. If they are going to be out in that stuff working they need good gear to help protect them. Mike is looking into the gear. Commissioners pick who will get the grants deadline that CDBG needs to have a proposal for the grant. and have put their own money towards some projects for towns. Also Empowerment group is giving towards it as well, then the town will pick up have asked for to help us. Old Business: whatever's left over. New Business: The bridge at Rick's is now fixed. Chair Lift the code for this chair will not be up to date code that we need until late 2018 early 2019, we will have to wait on getting the chair lift. Got an email about it. Oak Street is falling apart. Storm drain had gotten clogged up at some point and started to wash the bank out. The road was not big to begin with. Robbie is in process of getting ahold of someone from the county to come down and look at it to see what we can do. Highway User- We will be getting an extra $200 this year on the highway user fund. Congress and Senator have passed a bill that we will be going back to at least 80% of what we used to be getting from highway user. It will be a 5 year period and each year we will be getting more until we are back up close to what we were getting. Jim Hinebaugh talked about a General Bond which is a capital project. Jim Browning has been attending the Community Action Board meetings for Kitzmiller and has a package from March meeting if anyone is interested in reading.
