Kitzmiller Mayor and Town Council Monthly Meeting Minutes October 24th, 2022 Date: Monday, October 24th, 2022. Location: Kitzmiller Community Building Time:7PM Town Clerk Rebecca M. Glotfelty InA Attendance: Mayor Robert L. Reckart Councilman G. Michael Brady ** No Quorum to Vote. ** Meeting called to order by Mayor Reckart at 07:03F PM. Dale Lipscomb opèned the meeting with prayer. Mayor Reckart led the Pledge to the Flag. Approval of Minutes from Monday, September 26th, 2022' ER - ** No Quorum to Vote. ** Announcements: No Food Drop this Month. KENNY IS BACK!! Old-Fashioned Christmas is planned for the evening of Dec. 9t,2022. Committee meetings will be held on the following days: Tues 11.15.22 @ 5:30 @Town Hall & Wed.12.07.22 @ 6PM @ the school. Next Town Meeting will be held on Monday, November 28th at 7PM. There will be a Public Hearing at 6PM the same evening. These meetings will be held at the Kitzmiller School Building. Lt. Colt Ruby- - GC Sherriff's Department (Reached out to Beccie to give the September Report) Reported Barb McKenney - Just wanted to thank those that were involved in the Autumn Glory in Kitzmiller Event. It may not have been what we expected this year but would like the town to continue being involved in things that are going on in the county. She would also like to report that there are 3 holes ini the porch to the Visitors Center, and they will need to be repaired soon. MissiNesselrodt: asked ifthis could be a project funded by the ARP Grant since it is the Visitors Center. Mayor Reckart stated that he will have Diane Kisner - Kitzmiller Branch of the Ruth Enlow Library- She wanted to report that there were 10 people to join in on the composting class that was being offered at the library. She had 45 people signi in for the Autumn Glory Event in Kitzmiller. The Autumn Glory Raffle Basket is doing well, and the winner will be drawn at the end of the month. She would like to donate the money to the town, with the intention of trying to make the library more handicapped accessible. DSS is now joining her on every third Thursday of each month from 11AM to 3PM. They are there to help people with Resumes, finding aj job, help businesses develop CPR Classes by helping to cover up to 50% of the cost. There is also a representative from the Western MD Consortium that joins them from 1P to 3P. They have started doing this in hopes that their Outreach Efforts will help people reçeive and help that they can or obtain a desired job. Beccie and I were contacted about when Kitzmiller's name was changed toj just "Kitzmiller" instead of being referred to as "Kitzmillerville" or "Kitzmillersville." After some research, it was found that in the State's Archives of Articles of Incorporation, that Kitzmiller was incorporated in 1906 under the name "Kitzmillerville" but in the same document was also referred to as Kitzmillersville. ." Anyone with any insight into this, or with any historical information is encouraged to come forward as we are Recognized Guests: that there were 8 incidents in the month of September. Community Legacy Grant - Waiting on the final approval of the bid packets. We will have to holda public meeting to disclose that we are going to open bidding. Once we get the approval on the Bid Packets, we will need to set a date for the Public Hearing (Usually before council meeting), a Deadline Date (Typicallya Friday, before 5 PM), A Pre-Bid Meeting Date & Time (2 Weeks before Deadline Date), and a date for all the questions to be submitted and answered by (Wednesday before bid packets are USDA- SAM.gov issues have been resolved! (Physical Address was submitted as a PO Box. This needed to be updated.) This is good news, because now, Azhia with the USDA Grants Office, will be able to push our project through for us to be able to receive the funds. Electrical Upgrades in Park - Mayor Reckart met with a contractor on Friday to discuss what all needs to be completed. This ARP Stair Lifts @ CB & School - Beccie is meeting with a gentleman this week for him to look at the Gym Flooring - We have received 1 estimate thus far. G.Michael Brady-J Jeremy Rhine with Lowe's reached out to him stating that they. had $1,200.00 left over from another project and wanted to know if the Town had any "community projects" that needed to be completed. The only stipulation was that the projects needed to be finished by the end of the month. After visiting the Town Hall and going through old meeting minutes to determine what projects needed to be completed it was determined that the "Steps at the Concession Stand" needed to be replaced. Within a year, maintenance has disposed of at least 3 picnic tables from either the school grounds or the park, SO picnic tables needed to be replaced. After purchasing the lumber for these projects, it left enough money to purchase 15 new padded chairs for the Kitzmiller Community Center to replace the chairs that are broken and/or damaged. So, all together the steps to the concession stand were replaced. Two 10-foot picnic tables were built, and four 8-foot picnic tables were built. Diane Nye-Paugh - Not Present.
