Basic definition changes have been made. Conversation was MOTION: A motion was made to accept the First Reading of 2024-4 had on various items. By: Ingrid Van Hekken 2nd: John Langel Voice vote passed unanimously approved. b) Discussion and Appointment to Vacant Board of Adjustment Position: Joey Blandford and Doug Wright have expressed interest in the open Board of Adjustment Position. The ranking indicated that the Board of Aldermen chose Joey MOTION: Ingrid Van Hekken made a motion to accept the appointment for Joey Blandford. Blandford. By: Ingrid Van Hekken 2nd. John Langel Roll call vote unanimously approved. c) Vacant Aldermen Positions: Tim Ritter and Jim Grimes have resigned. Lisa Price, Tim Grimes, and Jim Freitas have expressed interest ini the vacant positions. Jim Freitas addressed the Board of Aldermen and audience and expressed his desire to serve on the Board. Lisa Price spoke as well and shared her business experiences and desire to serve on the board. Attorney Neill brought up that if Lisa Price is chosen for the BOA, she will have to resign from the Board of Adjustment and she agreed. The ranking indicated that the Board of Aldermen chose: Tim Grimes and Jim Freitas. Mayor Thiess agreed to accept the ranking at the will of the of the Board and appoint Tim Grimes to Jim Grime's Board position until May 2026. Ms. Mellisa Crum spoke about the problems with residents living on boats approaching her young children, no sanitary facilities, environmental waste discharged on land and in river, drugs and theft at Riverside Marina that is adjacent to their house at 2495 North Indian River Dr. She is currently contacting Code enforcement and Dep to aid int taking care of the situation. Approximately 36 hours dedicated to patrols/St Lucie Village Additional Time: 2.0 hrs for Notices of Violation and Notices of Code Enforcement Hearings Sept 2- Received a call from a resident regarding a suspicious person trespassing in the 2600 block of N IRD while retrieving a duffle bag from the mangroves. Upon arrival I was met by the homeowner, a retired police officer, and his K-9. The individual was confronted and questioned about his purpose for being on the property. He claimed that he was visiting a resident but his description of at tall thin black man named Kenneth did not match any of the residents in the area. He told us that he was waiting for al Lyft driver to pick him up and we told him that he could not have his duffle bag until a sheriffs deputy arrived on scene. He became very agitated and kept placing his left hand in his pocket wherelwas able to spot a handgun. Upon realizing he was armed, his ride arrived and we allowed him retrieve the duffle bag and leave. After initially following him in order to guide a deputy to the vehicle Iwas requested to stop following him by the 911 operator. The deputy who arrived on scene told us that since the person was only guilty of trespass and had left the property, no follow up on the incident would Sept 3- Received information from a resident that al homeless camp has recently been set up at 4000 N US-1 in the village. A vehicle was accessing the property through a clearing that had become overgrown but was now open due to the vehicle forcing its way through the brush. I contacted Pat Murphy, the person responsible for the property and had him and a deputy meet me at the property to trespass the individuals. The deputy checked the ID off 5 individuals who were given a 24 hr notice to leave the property. Upon reinspection thet following day, it was determined that they had left the property leaving behind large piles of trash and belongings. Sept 9- Received a call regarding trash washing up on properties north oft the Riverside Marina. Upon arrival on scene Iwas able to see a partially sunken 30' motor boat just outside the entrance to the marina. The homeowner called 911 and a sheriffs marine unit arrived and indicated that he would contact the owner. On follow-up the following day, it was determined business take place. that thel boat had been removed.
