Councilmember Brown: stated that she had some concerns about the requirements they are requesting fort this position, ands she is concerned about them asking fora  bachelor's degree andi that this position is ar more on the site training position. b. Discuss - Job description for Town Manager-1 Town Attorney. John Reid.  Councilmember Brown: stated that she had some concerns ont this as well, she stated that having tol live in Madison County would limit them on who qualifies as well as some of the other qualifications they are asking for. Councilmember Brown: stated that she would use these as preferences instead. Vice Mayor Housh: stated that she thinks that The Town of Greenville needs to be like other Towns wheni it comes to the Manager position. Readingand Approval of the Agenda: Councilmember Pleas movedt toa amend the agendaands stated wantedtoremove the potholes and cleaning the pond from the agenda as those had been addressed and that she would like to add to the agendaa Whistleblower complaintand that she wantedt tor move item 10 to the end because of the complaint that she had received. Brittni Brown seconded. Councimemberstated that he wanted to move to putt the whistleblower complaint before number 10 before the contract of Edward Dean. Councilmember Ryan Kornegay asked the Town Attorneyift this was something they needed to get legal advice on before discussing. Town. Attorney. John Reid stated that this could be brought upi in public comments, he alsos stated that ift this was a whistleblower complaint brought understatue iti is confidentialso it cannot ber revealed andt thep personwhoreelvesitr reveals it could bet found to have committed: a crime. John Reid stated that the complaint could be sent to him, and he could get this to outside council if that was ok, Councilmember Pleasstatedthat: this was not acceptable as these complaints needed to be handled before a decision was made on the Interim Town Manager Contract. Consideration of Councilmember Absences: None  Public Comments: Mr. Lucas Taylor stated that he is an attorneyt from Live Oak Florida and that her represents Councilmember Brittni Brown he stated that he wrote: al letter to the Town Council dated December 4th 2023 and that he had email this letter to the council members as well as the Town Attorney and Interim Town Manager. Mr. Lucas stated that al letter was posted ont the Town Facebook page byt the Interim Town Manager as wella as posted int the newspaper: andt that comments int that letter concerning Councilmember Brown that were not accurate and he is askingt the council to take action. There were claims that Councilmember Brown! had posted at fraudulent letterfrom the Local Grocer fori the grocery: store stating that they no longer wanted to dol business with the Town when int fact this letter was sent by the grocer, and it was also sent to the Town before this was publishedi in the newspaper. Mr. Lucas asked that the councilr retract thati from the Facebook page as wella as a written apology fromi the Interim Town Manager postedo ont the Town Facebook page as well as int the Town newspaper ort they willl have tol look at otherlegal Mrs. Janie Miller statedt that her concernist the railroad track and thats she has beencalling and shel has beenwaiting for  avenues. Mrs. McKinnon: statedt that overthe last 6 weeks that they! have beendealingwith: av veryhostile work environmenta andt that theyare unsure from dayt to day if theywill evenhave: aj job to dot the treatment of the Interim town Manager Edward Dean. Mrs. McKinnon: stated that Mr. Dean was constantly threatening their positions and comparing them with his past employee when! he was Town! Manageri in the past. Mrs. McKinnon stated1 that theyf feelfrom day to dayt that they are: scared to come to work and don'teven want to come to work because of the environment. Mrs. Inglett stated that she returned from Thanksgiving' break to being told that Vice Mayor Housh wanted her gone, she stated thats she was also told thats she had not proved herself in her position and that she has been here for over2 years showing up every day doing herjobto thet fulle extentands she feels that: she should not! havet to worryfrom dayto dayi if shes still has aj job. Mrs. Inglettstatedthatt Mr. Dean has constantly told herthat sher needstoprove herselftothe council becausel hei is havingt to block for her. Mrs. Inglett stated that in the two years that she has been here that she Mr. Lee. Jones stated that he wanted to quickly speak about the things that have been said on his tenure here as he had been staying silent. Mr.. Jones stated that he isa CPA int the state of Florida andi in the state of Texas for over 30 Years with a clean background: and a clean record. Mr.. Jones stated that het found out about his termination ina Facebook post and that he received no communication from the Town. Mr. Jones stated that the: specific matter that he would like to address was al letter that posted ont the Facebook page and publishedi int the paper that there was credible evidence that! he had committed fraud which is al big deal and that he had later on found out thati it was some type of document: fraud. Mr.. Jones went on to state that he had never committed any type of fraud andt that the document that is at question was not drafted or created byl him ora at his request and that the Genisus of that document, the drafting of ita and then the posting of a meeting that was stated that former) Vice Mayor Kathleen Hamilton was there was further from the truth. Mr. Jones stated that on1 the September 24th meeting that he was present ati that meeting as wella as former Councilmember Malone, Councilmember Brown and Office Manager. Julie Inglett was at at that meeting. Mr.Jones stated1 that the person who posted that and put the document outt there was in the rooma and that would! be the Town attorney) John! Reid andi that he did this at his own volition and did not contact Mr.. Councilmember Kornegay stated thati iti is more so because they are on atime limit and that he wantst to definitely make sure that theyaddressthose things andi that an investigation is done. Vice Mayor Housh: stated that her name was mentioned in some of that paperwork, and: she knows that she has not said some of those things sO therefore how can they not go forward, but they can investigate. Councilmember Kornegay stated that they definitely need to take what has been: shared, and that he wantsi it to be known that they are looking to! hires someone fulltime but because of the timeframe they are in right now there needs to be someone in place. Julie aboutgetting the proof of who was approving payroll and ADP sent an email stating that. Julie is the only one approving.
