The Council has expressed some interest in providing website Jinks to other organizations or business entities that serve the community but has some concerns about limitations that may legitimately be imposed on the decision to permit such links, While the law is still developing in this area, many cities in the last ten years have developed policies for making such decisions and procedures for creating website links. The following is a review of the law generally relating to websites for cities. Attached are examples of website policies currently in effect in four very different communities in California. In each of the adopted policies, the city is careful to note that the City's website is a "non-public forum" designed to inform but not to be interactive with the community. We believe that is a critical component to any policy that the Council may wish to consider.
