Borough of Sykesville Council Meeting April 3, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Kurt Kister, Ron Morris, Sherry Pruzinsky and Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Visitors present were Gregg & Tonya Gillaugh, William Minns, Eric Mehok, Alex Nelson (Courier Express), Justin Felgar (Punxsy Spirit), Brian Williams (Crew Nicholas Gianvito. Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: Earl Campbell presented to council a quote for software from Carlson Technologies Inc. to update the Microsoft office. This will allow him to send encrypted emails to offices. Council decided to table this and discuss at next Gregg Gillaugh suggested to council to recognize Cooper Harris for his dedicated community service. Council agreed to do SO. Counciwoman Pruzinsky made a motion and seconded by Councilman Sweka to recognize persons of outstanding service to the community. Motion carried. William M Minns requested to council signatures to purchase 2 parcels in Sykesville. A motion was made by Councilman Kister and seconded by Councilman Sweka to sign the forms. Which were signed by 3 members of meeting. council. Motion carried. Eric Mehok presented to council the EMA report. CORRESPONDENCE: Council received a letter requesting financial support from SCIA to purchase generators for the town hall as itis isan emergency shelter. A motion was made by Vice President Fike and seconded by Councilman Morris to donate $5000.00 from the COVID Funds. Motion carried. OLD BUSINESS: Bids for the upcoming paving project were opened by President Michele Yamrick at last night's meeting. 1 1. Glenn O. Haw baker's total bid was $206,968.50. 2. New Enterprise Stone & Lime'stotal bid was $198,351.75. 3. HRI's total bid was $206,053.80. 4. Hager Paving's total bid was $197,530.95. A motion was made by Councilman Kister and seconded by Councilman Sweka to accept the bid of Glenn O. Hawbaker at $206,968.50. Motion carried. President Michele Yamrick presented the 2023 CDBG Application to Council which was discussed last meeting. There was no comment. Ehrlich'st total bid was $6,100.00 Amotion was made by President ProTem Nathan Alvetro and seconded by Councilman Ron Morris to accept the bid from Pest Management for $2,178.00. We received from Comcast the Cable System Franchise Agreement Proposal renewal. A motion was made by Councilman Ron Morris and seconded by Councilman Kurt Kister to accept the agreement. CREW FOREMAN REPORT: A motion was made by Councilman Ron Morris and seconded by Councilman Butch Sweka to hirer B & H Brushhogging for $6,000.00 a year for the next 3 years, 2023-2025, to mow along the Sykesville Flood Project. Motion carried. A motion was made by Councilman Butch Sweka and seconded by Councilwoman Sherry Pruzinsky to accept Cummins Sales and Service estimate for generators in the amount of $1,876.79. Motion carried. COMITTEE REPORTS: 2 Public Works: President ProTem Nathan Alvetro will get estimates for portable stop signs to put in the intersection in case of power failure. Finance/Personnel: Ani invoice for $6,429.16 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Councilwoman Sherry Pruzinsky and seconded by Councilman Kurt Kister to transfer $6,429.16 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies from the General Fund. Motion carried. Ar motion was made by Councilman Ron Morris and seconded by Counciwoman Sherry Pruzinsky to approve Brian Williams paid time off for 3/31/2023 (4 hours) and 4/20/2023. Motion carried. A motion was made by Vice President Elaine Fike and seconded by Councilman Butch Sweka to approve mileage in the amount of $146.85 to Brian Williams for attending the PA Rural Water Conference in State Collage Pa. Motion carried. An motion was made by Councilman Butch Sweka and seconded by Councilman Kurt Kister to approve Michael Gamble paid time off for 3/31/2023. Motion carried. Ordinance, Health & Safety Nothing to report. Utilities: Mark Gilga is requesting to have a street light put up and the guide wire fixed at 42 Sykes Street Sykesville. Pole #88287. Parks, Recreation and Planning: Nothing to report. Police, Mayor, Fire, Code Enforcement: Aftached is the March 2023 Police Summary Report. 3 Solicitor Gianvito: Solicitor Gianvito informed council that he spoke with Peter Kennis and that he would have the money for 2 E. Main St. (Bank Building) by the end of April. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnelmatters at 8:15 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 9:05 P.M. President Yamrick informed that there was an executive session was held before the meeting as well on personal matters. There were no outcomes for both sessions.
