RESOLUTIONS: RESOLUTION NO. 07-2024/25 The Clerk published the title of the Resolution. A Resolution Expressing The Intent Of Florence County To Reimburse Itself From The Proceeds Of Proposed General Obligation Bonds For The Expenditure OfCertain Monies For Public Safety Improvements Including The Acquisition Of Certain Parcels Of Real Property For Such Purposes; And Other Matters Relating Thereto. Mr. Yokim stated the County is considering issuing a bond later this year for a Fire Station, an EMS Station, and an evidence building for the Sheriff's Office. IRS regulations require that if the County expends funds before issuing these bonds for the projects, the County must adopt a reimbursement resolution. The County will have to purchase land to construct the facilities and if the Council moves forward with the plans the County will have to purchase the land before the bonds are issued; therefore, Council needs to adopt this resolution in accordance with IRS regulations. Mr. Yokim stated Florence County received ARPA funds that will be utilized to provide Public Safety, Technology Infrastructure, and Capital Improvement Projects. Florence County EMD proposes to reassign a portion ofits ARPA funds ($30,778.00) as follows: retrofit as storage facility purchased via grant funding. EMD would like to utilize these funds for the installation of insulation, electrical, and HVAC: in iii Florence County Council Agenda August 15,2024 DA order to obtain a climate-controlled storage facility. A Resolution To Amend Section 4 Of Resolution No. 05-2009/10 In Order To Authorize The Inclusion Of One (1) Additional Participant In The South Carolina Procurement Card Program. Mr. Yokim stated Resolution No. 5-2009/10 authorizing Florence County's participation ini the South Carolina Procurement Card Program was adopted by Florence County Council onl November 19, 2009. Increasing Florence County's participation ini this Program will further reduce the County's exposure to a certain amount of financial risk by having open charge accounts at various vendors throughout the County, a necessity for many small purchases. Efficiencies currently experienced by the County's participation in this Program will increase with an increasei in participation in this program. Since the inception of the County's participation in the Program each procurement card has been used solely for official, authorized use, and each transaction has been reconciled timely and fully accounted for at all times in accordance with Section 1 of Resolution No. 5-2009/10. Section 2.02 of Ordinance 16-2023/24 is for the Designation of Specific Projects and within the project categories set forth in Section 2.01(a)-(g), Council shall by resolution from time to time designate the specific individual projects tol be funded from CPST III Excess. Mr. Yokim stated Florence County received ARPA funds that will be utilized to provide Public Safety, Technology Infrastructure, and Capital Project Improvements. Florence County allocated a portion of its ARPA funds to Parks and Recreation to purchase property known as Tax Map Number 00019-04-045 and 00019-04-051 on. July 20, 2023, to enhance the Lynches River Athletic Complex. This land was not purchased; therefore, Parks and Recreation would like to reassign these funds for an access improvements and expansion project study along with the construction of said improvements for Lynches River Complex. Florence County ARPA funds must be obligated by December 31, 2024. The motion was approved unanimously by the members present. Councilman Springs voted "YES" telephonically. A Resolution Authorizing Matching Grant Funds For A South Carolina Department Of Parks, Recreation, And Tourism Grant Program For Amenities At The Lynches River County Park Disc Golf Course To Be Funded From Local Accommodation Taxes. Councilman Caudle made the motion and Councilman Poston seconded. Mr. Yokim stated the total project cost is estimated at $723,556. Florence County will fund $100,556 for a restroom facility equipped with accessible amenities and a concession area and $423,000 for the installation of an asphalt parking lot. The South Carolina Department of Parks, Recreation, and Tourism Undiscovered SC Grant will fund $200,000: for this] project. The estimate fort the installation oft the parking lot isa ai rough estimate that has built-in contingencies. The Disc GolfCourse at Lynches River County Park is expected to be open in November, weather permitting. Florence County will submit an application to SCPRT on or before August 9, 2024. Section 9.3B states that no person should be appointed to or employed in a position under a title not included in the classification plan.
