Consider accepting donations from the Carla Draper and Sunset Ridge Funds Development. The donations will be earmarked for future equipment purchases not supported by the General or Capital budgets for the Fire Department. Consider authorizing the Mayor and Fire Chief to sign the final document supporting the Brown County Community Wildfire Protection Plan. Consider authorizing a donation from Brownwood Civic Improvement Foundation (BCIF) for $11,000 to be used for new landscaping at Coggin Park.  10. Ordinances and Resolutions  A. Consider a resolution authorizing City staff to grant an exception to International Fire Code Sections 907.2.12.1 and 914.7.1 requiring ai fire alarm and an automatic sprinkler system as conditions for approval of a Special Event Permit and a Temporary Certificate of Occupancy to have a Haunted House at 1400 Houston  Street.  B. Consider a resolution approving twelve new capital leases with Citizens National  Bank and assigning aj property tax pledge.  C.  Consider, discuss, and adopt, a resolution for a policy governing Public  Improvement Districts.  11. Consent Agenda  A. Consider an ordinance on second and third/final reading setting charges for fees, rentals, licenses, and permits for the City of Brownwood for FY24/25. B. Consider an ordinance on second and third/final reading setting charges, fees, rates, and deposits for customers on1 the Brownwood water, sewer, and sanitation system Consider an ordinance on second and third/final reading identifying rollout  for FY 24/25.  C.  container placement and removal times.  12. Agreements and Contracts  A. Consider authorizing the City Manager to sign a memorandum of understanding between the City ofB Brownwood and Keep Brownwood Beautiful. B. Consider authorizing a Hotel Occupancy Tax (HOT) services agreement between the City of Brownwood and the Brownwood Area Chamber of Commerce.  13. Bids  A. Consider awarding a bid for a lease of approximately 66 acres located around the Airport for grazing, cultivation, and bow hunting tol Rodney Woodard for $811 per year for three years toi include an additional three-year extension option. B. Consider awarding a bid for a lease of approximately 834 acres located at the Airport for grazing, cultivation, and bow hunting to Brandon Geye for $22,500 per year for three years to include an additional three-year extension option.  14.
