Warren County Health Department Board ofHealth July 16, 2024 The Warren County Health Department held its meeting on Tuesday,July 16, 2024 @ 6:00 pm Members present: Dr. Elton Brown, Dr. James Crenshaw, Dr. Christian O'Malley, Mrs. Kaye Hall, Mrs. Eva Brown, Mr. Alan Daeke, Mrs. Candice White, Ms. Cheryl Coffman and int the Conference Room. Commissioner Bertadean Baker. Others present: Dr. Margaret Brake and Tanisha Lyons. The meeting was called to order by Chairman Elton Brown and a moment ofs silence was observed to remember Dr. Dieckmann. Ms. Coffman moved to waive the Conflict-of-Interest Statement and seconded by Dr. O'Malley. There being no further discussion the motion unanimously passed. There was no public comment. The May 2024 minutes were reviewed. Mrs. White moved to accept the minutes and seconded by Dr. Crenshaw. There being no further discussion the motion unanimously passed. The Finance Report We will close out this fiscal year on June 30, 2024. The Master Revenue report is through May 2024 that is a summary ofi revenues and the year-to-date budget report for FY24/25 began. July 1. There were no major changes to the budget the health department; however, the county did freeze four nursing positions because we had not been able tol hire for the current budget year. The collections don'tinclude grants for. June and we have spent about 92% of the budget. Medicaid Cost Settlement is reduced because of Medicaid Transformation. Wei now have directed payments in which wej pay Medicaid a certain amount (federal share) and then the PHP will reimburse the health department. We usually don'treceive cost settlement until the next fiscal year. The directed payments are done quarterly. We. just received the letter about the cost settlement which means we probably will not receive the funds until approx. November. The Health Department has taken ai role in a campaign for Safe Sleep. We have a billboard and have provided incentives such as aj pack and play and bassinet to encourage mom's not to sleep with their babies. We have collaborated with the Department of Social Services to bring awareness to Child Abuse Prevention Month. Dr. O'Malley moved to approve the. Issues/Program Updates The Virginia Department of Health has issued a recreational swimming and fish consumption advisory until Further notice for surface waters, including the Meherrin and Roanoke Rivers, that extend to the North Carolina-Virginia border after a fire at a chemical storage facility in South Hill, Virginia on July 6, 2024. The Warren County Health Department has been participating in agency briefings with state officials from NC and VA Departments ofHealth and Environmental Quality since Friday, July 12th. This is when we: first learned that the VA advisory was extended toNC counties bordering VA. Both states continue to test water samples and as of yesterday, there was no impact observed to Lake Gaston. This morning, Crystal Smith, Interim County Manager released the attached information to local media to inform the public of current actions being taken and the advisories issued by VA. NC Officials are following the advisories from Opioid Settlement RFP - Warren County Government released its Request for Proposals on May 3rd to fund Evidence based programs to address opioid use disorder in Warren County. $140,000 has been approved to be used in this first round of funding to address these four strategies: Evidence-based Addiction Treatment, Recovery Support Services, Early Intervention and Criminal Justice Diversion Programs. Five applications were received. The Review team will meet July 25th to discuss proposals and make recommendations for funding to the Interim County Manager and Health Director. Final recommendations will be presented to the Board of NC MedAssist OTC Medicine Giveaway The Health Department partnered with NC MedAssist and Triangle North Healthcare Foundation tol hold an Over-the-Counter Free Medicine Giveaway on Friday, May 315t from 9am-2:00pm. Individuals were able to order medications online and pick up on the day oft the event. Health screenings will also be provided by NC Central University. Total participants served at the event was 652. 604 individuals received medicines at the WC Armory Civic Center and 48 were sent to homebound individuals. VA.
