REPORT OF COUNTY HUMAN RESOURCES Sat in on CEBCO renewal call. CEBCO increased the maximum renewal rate from 13%1 to 18%. Logan County rate increased 8.4%. Commissioners will need to decide to offer the same two plans or review other option plans. Commissioners agreed to offer the same two plans and to pass small increases onto employees. Met with individuals from ODNR Wildlife, Russell Point Council, Indian Lake Joint Fire District regarding the conditions of the Helipad atl Indian Lake on Friday, August 30th. Job and Family Services- Ms. Heffner provided an update on current staffing at the JFS. Since the last meeting there have been significant changes in staffing. JFS currently has nine open positions. Ms. Heffner indicated this has been the situation since the possibility of remote/hybrid work was taken away. Ms. Heffner also indicated that remote. hybrid work is being offered in several surrounding counties for JFS staff Miami, Shelby, Union, Hardin, Auglaize, Champaign, and the State. Remote/Hybrid work is also offered at Logan County Board ofDD and Logan County CSB. Commissioner Robinson asked ifo other counties Children's Services and JFS were combined. Ms. Heffner indicated that some are. She would provide a list oft those counties that were. Discussion on increase pay scale. The only recourse to keep the stafft they have and try to find other experienced workers is to increase their pay scale by rewarding those who have stayed with the Agency despite being understaffed. The pay scale rewards workers with experience for either staying with our. Agency/County or Last year Ms. Heffner requested that the: retention pay that the Agency has given to staff since 2001 be changed back to its original intent to include all staff members. Prior Commissioners had stopped this being applied to new hires in 2014. Last year. JFS were able to give retention pay to all staff with five years or more of county service time. However, the rates have not increased since 2001. Ms. Heffner is asking that the rates be increased tor reflect the economy of2024 and to start the retention pay out at the completion of one year of service. Requested revision: Any employee who completes one (1): year of employment, evidenced by county time anniversary date, during the calendar year January 1 through December 31will be entitled to an annual Retention Incentive Payment. This is an annual payment issued with thel last payroll issued in November ofeach joining our Agency and bringing their prior experience and training with them. year. When she contacted the state Medicaid office, they denied receiving any information submitted regarding her aunt. They have asked ifthe Commissioners would consider advertising the new dog shelter project in the mailer with information on how citizens could donate to the new dog shelter project. Indian Lake that were on the Sheriff Sale. An individual had submitted all proper paperwork on one of the properties they were bidding on. However, at the Sheriff Sale the individual bid on the incorrect property they had submitted paperwork for. The property owner had a CHIP mortgage on it and has been in the nursing home for five years after the CHIP repairs were completed. Ms. Parcels indicated the Commissioners could forfeit to county and take possession oft the property toj put on market. Ms. Parcels recommendation is for the county to take possession of the property and put on market or offer to the Land Bank. Commissioner Robinson moved; Commissioner Antram seconded for the county to take possession oft the Lakeview property that was incorrectly bid on at the Sheriff Sale. Motion carried. Ms. Parcel will collaborate with Administrator Henry and the Administrative Clerk on preparing proper paperwork for the county to take possession of. Mr. Allen reported Logan County rolling 12- month experience is 113.3% premium VS. claims. YTD experience is 127.5% premium VS. claims ($2,551,316 premium VS. $3,252,395 claims). CEBCO Overall rolling 12-month experience is 106.4% premium VS. claims. And CEBCO YTD experience is 100.9% premium VS. claims. Medical CEBCO Anthem renewal is 8.4% (Max CEBCO renewal for 2025. is 18%) CEBCO provided plan options to consider for 2025. CEBCO Dental and Vision renewal will not be increasing for 2025.
