TOWN OF MOUNTAIN VIEW SPECIAL TOWN COUNCIL MEETING July 29, 2024 MINUTES 1. Call to Order Mayor Mitcham called the special meeting to order at 6:30 pm in Town Hall, 4176 Benton Street, Mountain View, CO 2. Roll Call was established. Flanagan Present: Mayor Emile Mitcham, Mayor Pro Tem Kathleen Bailey, Council Members Leal Algiene, Laura Dennis, Brittany Loecher, Brent Metz, and Nancy Unger. A quorum Staffi in attendance: Town Administrator John Beltrone, Town Attorney Austin Pierce 3. Swearing In Council Member Nancy Unger Administrator Beltrone and Council Member Nancy Unger rose to conduct the swearing inc ceremony. Council congratulated their new member and welcomed her to the table. 4. Resolution 2024-07-29A - A Resolution of the Town of Mountain View, Colorado Authorizing the Mayor to Execute a Real Property Purchase and Sale Agreement Between the Town and Robert Douglas McCallum Fieldhouse and Elizabeth Lee Robinson and Authorizing the Mayor to Execute Related Closing Documents Mayor Pro Tem Bailey made a motion to adopt Resolution 2024-07-29A. It was Administrator Beltrone introduced the resolution by sharing that the sellers contacted the Town earlier in the year about potentially selling their property to the Town. It is a single-family home with a detached garage located on the corner of Ames and W43rd Avenue, which is directly adjacent to the. Ames Street land recently purchased by the An appraisal was done to determine the fair market value of the property. The property was appraised at $672,000, which is the proposed purchase price. Additional costs to the Town include an estimated $2,000 in title and appraisal costs. If the contract is approved this evening, Administrator Beltrone stated, the closing day would be August Administrator Beltrone briefly discussed the financial impact of the potential purchase if approved by Council, and then outlined the benefits of making the purchase. He seconded. Town, across the alley from Town Hall. 7th. summarized the timeline for Council to have additional information ini front oft them in order to make decisions about both short-term and long-term uses for the property. Council discussion included the value of diversifying Town revenue, the importance of adding to the Town's options when it comes to improving the park and Town Hall given the current restrictions on existing park land around Town Hall, the state of the property, potential to lease it, whether it might count toward the affordable housing unit for Proposition 123, it's potential uses for both office and storage space for the Town, and support for being thoughtful about how best to use the property. With all those present voting yes via voice vote, the resolution was adopted. 5. Public Comment None 6.G General Business and Announcements Administrator Beltrone shared that the Mountain View Police Department (MVPD) held their first Community Forum recently and the presentation was done on the new tasers and de-escalation. It was a very successful event. The addition of a Zoom meeting option for the Community Forum was discussed. National Night Out is Tuesday, August 6th. Four more MVPD Community Forums will be held in the future, and the dates will be Administrator Beltrone announced that Mountain View needs to assign someone to the Colorado Municipal League Policy Committee. Council Member Algiene volunteered. The Future.
