TOWN OF MOUNTAIN VIEW REGULAR TOWN COUNCIL MEETING May 20, 2024 MINUTES Note: This Meeting Agenda started at agenda item number seven (7) because the meeting followed. a Workshop Meeting which contained agenda items one (1) through six (6). No meeting minutes are created for workshop meetings. 7. Call to Order Mayor Mitcham called the meeting to order at 8:28 p.m. in Town Hall, 4176 Benton Street, Mountain View, Colorado. 8. Roll Call Present: Mayor Emilie Mitcham, Council Member Leal Algiene, Mayor Pro Tem Kathleen Bailey, Council Member Sean Davis, Council Member Laura Dennis, Council Member Brittany Loecher, and Council Member Brent Metz. A Quorum was established. Staff in attendance: Town Administrator John Beltrone, Town Attorney Austin Pierce Flanagan, Police Chief Michael Nesbitt, Public Works Coordinator David Nugent. 9. Resolution No. 2024-5-20B - A Resolution. Approving and Adopting the Town of Mayor Pro Tem Bailey made a motion to approve Resolution No. 2024-5-20B. Itwas Mountain View Comprehensive Plan seconded. Mayor Mitcham introduced the Resolution and stated that she was proud of the work and outreach that wenti into the finished Comprehensive Plan. It will be positively impactful for years to come. Resolution No. 2024-5-20C = A Resolution oft the Town of Mountain View, Colorado Establishing Conditional Use Permit Fees Based Off Recent. Analyses for the Same. Mayor Pro Tem Bailey made a motion to adopt Ordinance No. 2024-5-20C. Itv was seconded. Administrator Beltrone introduced the agenda item and stated that it had come to staff's attention that there were no fees currently adopted for a conditional use permit application. Administrator Beltrone shared information related to the time required by both Safebuilt and the Town to process an application of this type, and said that it is uncommon to have no fees attached. He recommended adoption and also stated that this will be added to an annual fee schedule that staff will be developing in 2025 and Council discussion included other permit fees, best practices for regular staff review, annual adoption of a total fee schedule, and the need to set fees that are roughly proportional to the staff time required to process the associated application. bringing to Council for consideration. Resolution No. 2024-5-20D - A Resolution Authorizing the Execution of an Agreement Between The Tree Farm and the Town of Mountain View for the Provision of Mayor Pro Tem Bailey made a motion to adopt Resolution No. 2024-5-20D. Itwas Public Works Coordinator Nugent introduced the resolution and stated the proposed program was a continuation of last year's successful tree planting efforts. Since Council authorized funds that had not fully been spent in 2023, the hope was that more trees could be planted in 2024. Public Works was asking for a smaller amount this year SO that the total combined amounts for 2023 and 2024 would be roughly equivalent to the amount previously authorized by Council in 2023. Twenty-four people have already signed up for new trees. Council thanked him for his efforts on behalf of the residents and the Town. The resolution was adopted by roll call vote unanimously. 14. Resolution No. 2024-5-20E - A Resolution of the Town of Mountain View, Colorado Declaring a Town Council Vacancy and Authorizing Staff to Advertise the Position, Create an Application, and Set Interviews. Mayor Mitcham recognized Council Member Davis to provide context for the agenda item. Council Member Davis announced he had made the difficult decision to move, due tos space constraints at his small house in Mountain View. He joined Council in 2019 and it has been a pleasure to serve the community. He is resigning effective May 29th. Mayor Mitcham and the rest of the Council thanked him for his collaboration and efforts Mayor Pro Tem Bailey made a motion to adopt Resolution No. 2024-5-20E. It was Mayor Mitcham described the process to fill the new vacancy, stating interviews will be held at the July meeting and the new person would be at the table for the August meeting. Public Comment Lisa Marauth of Ames Street thanked Council Member Davis for his time and service to the Town, and wished him the best. 16. Staff Reports A. Public Works Department Public Works Coordinator Nugent provided an update. He highlighted the work done to gather and mulch branches that had come down in the recent storm, and he encouraged residents to take mulch and firewood; shared that Code Enforcement has been brought back in-house; thanked Jake Cooke and SafeBuilt for helping prepare the Town to handle this task; listed details related to the ongoing curb and gutter work, and asked community members to let the Town know ift their sprinklers had been damaged SO the contractor can make those repairs. Potholes will be filled soon throughout Town in two rounds. Please let Public Works know if you see potholes SO they can get on the list for repairs. White lines will be painted ati intersections where there are stop signs, this summer. Council asked about the timeframe for the remaining curb repairs, and Coordinator Nugent said the work has not yet been budgeted but that the goal is to plan the rest of the repairs when time and finances allow. The mid-year budget review was mentioned to possibly Administrator Beltrone recognized this week as National Police Week to honor those who gave their lives in the line of duty. Afterward, Chief Nesbitt provided highlights from the report in the packet and shared that Officers Vigil and Jacobs attended the Women in Law Enforcement Conference; stolen property had recently been recovered and a suspect arrested after a theft of a business in Town; a grant in the amount of $66,000 to supply new tasers to all of our officers has been approved and Chief thanked Sgt. Behrman and Cpl. Ranck for their efforts in securing the grant. Solicitors who have not gotten permits have been reported in Town recently and Chief asked Council and the community to please alert MVPD sO that the solicitors can be access more funding for curbs. B. Police Department educated about the need for permits. Council thanked Chief for his efforts. C. Town Administrator Administrator Beltrone reported that he has been primarily focused on Town Clerk essential duties, since he let the Interim Town Clerk go earlier this month. Administrator Beltrone stated that the Council's split positions on the new governance model will affect the Clerk's job description and recommended holding off on interviewing for the position. Council expressed concerns regarding delaying filling the position, but recognized and supported Administrator Beltrone's decision. 17. Council and Committee Reports A. Mayor's Report B. Events Committee Mayor Mitcham thanked Administrator Beltrone for all his hard work. Council Member Loecher thanked everyone for coming to Taco Tuesdays, and recognized Council Member Dennis for her efforts to schedule and plan the musical entertainment. C. Future Agenda Schedule Administrator Beltrone reviewed all future agenda items and asked for any updates. Council discussed future ordinances for charter amendment proposals and whether to handle workshops in combined meetings with Regular Meetings. June 3rd was scheduled for the combined June meetings. 19.
