The Pledge of Allegiance followed. AGENDA AMENDMENTS: None COMMISSIONER DISCLOSURES: Pursuant to Code of Virginia 2.2-3708.3 and Town of Purcellville Resolution 21-06-06, Mr. Neham has requested to participate in this meeting by electronic communication from ai remote location that is not open to the public. Due to ai medical condition, Mr. Neham will be participating in this meeting remotely from his home. As required by law, aj physical quorum of the Planning Commission is] present int the Council Chambers, and Town Staffhave arranged for the voice ofMr. Neham to be heard by all persons in the Council Chambers. Mr. Neham made the request within the timeframe required by policy and the Town Attorney has determined that his request: meets the requirements for remote participation. The Planning Commission will record in its minutes the reason for Mr. Neham's remote participation and the location from which he participated. CITIZEN COMMENTS: None 1IPage DISCUSSION ITEMS: 6.a. Zoning Ordinance Rewrite Chair Forbes explained that each commissioner will have three minutes to share their edits to the Zoning Ordinance draft found in the agenda packet. The commissioners decided to make motions and vote on any changes to the document after everyone has finished sharing their edits. The Commissioners each shared their major edits to the Zoning Ordinance draft. Commissioner Ogelman read a statement into the record requesting for the Zoning Ordinance draft and map to include the proposed Historic Properties Overlay that was approved by the Planning Commission. Commissioner Ogelman made the following motion: Imove that the Planning Commission expressly define Dwelling, Apartment as an Apartment Unit and Apartment Building as "al building consisting of3 or more apartment units". He: further moved for the Planning Commission to retain the rule int the C-4 district that up to two apartment units are allowed in a C-41 building, but apartment buildings are: not. Vice Chair Neham seconded the motion. (Carried 7-0, Forbes: Aye, Neham: Aye, Bertaut: Aye, Brown: Aye, Green: Aye, Ogelman: Aye, Rise: Aye) Commissioner Ogelman made the following motion: Imove that off oft the current draft for the PDH section oft the Zoning Ordinance that thej part included in the actual Zoning Ordinance be limited to the first one or two paragraphs that state that these are legacy district and, per staff and the Vice Chairsrecommemlation, that the other language bej put ini to past tense language or made explicitly clear that its being included only as an appendix after the Zoning Ordinance for reference in relation to the legacy PDH districts, if Vice Chair Neham made ai friendly amendment to also add the subsections in Article 10 dealing Commissioner Ogelman further added to remove the PDH categories from the use table and add Commissioner Rise suggested a friendly amendment for the map to reflect thel PDH districts as a needed. with the review and approval ofPDH districts into the appendix. itt to the appendix. legacy. He further moved to change the name to Floodplain Base District. Commissioner Ogelman seconded the motion.
