The Commissioners discussed an email received from Dave at Conrad Siegel requesting a date for the County Pension Annual Review. It was decided to schedule this review the first or sécond week of May. Ms. Stohon updated the Board on work completed thus far by her Agency. The Chief Clerk, Lisa Mellott-McConahy presented the Commissioners with two upcoming meeting announcements: HR Bootcamp which is 5-18-17 at the CCAP building located in Harrisburg at no charge and the other is the County Administration Conference which is 5-31 & 6-1-17 at the Penn Stater. Estimated cost to attend the. Administration Conference is $220. The Commissioners approved McConahy to attend the Administration Conference as well as The Commissioners met with Ruth Strait, EMA Director regarding signatures on the HMERP Report that will be submitted to Pennsylvania Emergency Management Agency. The Commissioners received notification from 9-1-1 Consultant Sidney McConahy that Fulton County was awarded the PCCD Grant that he submitted on behalf of the County. The Grant hera and Carol Wright to attend the HR Bootcamp. award was $23,497. The Commissioners met with Doug Wolfgang, Director of the PAI Department of Agriculture, Lonnie Palmer, Chairman of the Local Farmland Preservation Committee and Seleen Shives, Director of the Fulton Conservation District regarding updates on the Farmland Preservation Program. Mr. Wolfgang updated the Board on the History of the Program; He stated that the Fulton County Conservation District has administered the Program for County for several years. He noted that since the program conception in 19891 that 450 million dollars have been generated by the! 58 participating counties. He said initially the Fulton County Commissioners appointed al local volunteer board that works with the Conservation District to approve and rank potential farms tol be included in the Program. He said we have local bylaws that have to be approved by the State Board. Seleen noted that the Committee is currently discussing the revamping of the ranking system locally so that the program would be more far reaching throughout the County. She also. stated they are working on placing a cap on the price per acre. Currently, the Alexander Farm, Smith Farm and. Johnson Farm are currently in the program. Lonnie mentioned that the cost of farm is more for the bigger farms because there isn't enough land to support the crops to feed their herds. He feels this Program is a means of reinvesting money back to the Farmers and securing the future fori the generations that follow. Current Board Members Serving from January 1, 2017-December 31, 2018 are: Lonnie Palmer, Mark The Commissioners met with Sheriff Stains regarding routine office budgetary items. The Commissioners met with Shawn Ritchey, Keller Engineers regarding updates on County Bridge No 1in Taylor Township. He said approximate re-open date will be first week of May. Atl last week's Meeting, the Commissioners voted to approve the County Engineer's request for the application of penetrating sealer to the superstructure on the Bridge in the amount of $2,740. The Change order will reflect that amount as previously voted upon. Motion by Commissioner McCray to approve the Keller Engineer Bill in the amount of $3,669.45 Motion by Commissioner Ulsh to approve the McConnell Park Agreement between the County of Fulton and the Chamber of Commerce for the Strawberry Festival dated Friday, June gth and Saturday, June 10th. The Committee requests assistance from the County Maintenance Knepper, Tom Nesbitt, Ellis Yingling, Michael Binder and Rick Harr. for expenses incurred for County Bridge No. 1.
