Borough of Sykesville Reorganization and Council Meeting January 2, 2024 The reorganization and regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by Mayor Gail Cunningham. In attendance were Nathan Alvetro, Elaine Fike, Ron Morris, Donald Reid, Gabriel "Butch" Sweka, and Michele Yamrick; Solicitor Nicholas Gianvito; Mayor Gail Cunningham; Borough Secretary Jaysa Neale. Visitors present at the meeting were: Brian Williams (Crew Foreman), Earl Campbell (Sykesville PD), and Monica Walker (Assistant Secretary). ELECTIONS & APPOINTMENTS: Mayor Gail Cunningham opened with nominations for Council President. Counciwoman Elaine Fike nominated Michele Yamrick. Mayor Cunningham then proceeded with a roll call vote to nominate Michele Yamrick as President. Counciwoman Yamrick voted yes, Councilman Alvetro voted yes, Councilman Reid voted yes, Councilman Morris voted yes, Councilman Sweka voted yes, and Counciwoman Fike voted yes. Motion carried to make Michele Yamrick President. President Michele Yamrick takes over meeting. President Yamrick entertained a roll call vote for Vice President. Councilman Reid nominated Elaine Fike, Councilman Alvetro voted yes, Counciman Reid voted yes, Councilman Morris voted yes, Councilman Sweka voted yes, Councilwoman Fike voted yes, and President Yamrick voted yes. Motion carried President Yamrick entertained a roll call vote for President ProTem. Vice President Fike nominated Councilman Alvetro, Councilman Alvetro voted yes, Counciman Reid voted yes, Councilman Morris voted yes, Councilman Sweka voted yes, Vice President Fike voted yes. and President Yamrick voted yes. to make Elaine Fike Vice President. Motion carried to make Nathan Alvetro President ProTem. Ar motion was made by Councilman Sweka and seconded by President ProTem Alvetro to retain Brian Mowrey as Vacancy Board Chair. Motion carried. Ar motion was made by Councilman Morris and seconded by Councilman Sweka to retain Jaysa Neale as the Open Records Officer. A motion was made by President ProTem Alvetro and seconded by Councilman Sweka to retain JHA Companies as the Borough's Engineering Firm. Motion carried. A motion was made by Councilman Sweka and seconded by Vice President Fike to retain Farmer's National Bank as Sykesville Borough's Bank with the three signatories remaining the same, President Michele Yamrick, Vice President Elaine Ar motion was made by Councilman Morris and seconded by Councilman Sweka to retain Eric Mehok as the EMS/EMA Coordinator. Motion carried. A motion was made by Councilman Sweka and seconded by Vice President Fike to retain Tuning Accounting as the accounting firm. Motion carried. to retain Nicholas Gianvito as Solicitor. DATES AND TIMES FOR 2024 COUNCIL MEETINGS: A motion was made by President ProTem Alvetro and seconded by Councilman Morris to hold and advertise the regular Borough Council meetings the first and third Monday at 7:00 P.M. located at the Borough Office for the 2024 year. If the meeting day falls on a holiday, then the meeting day will be on the following day (Tuesday). Motion carried. VISITORS CONCERNS: No visitor concerns. 2 OLD BUSINESS: A motion to approve December 18, 2023, minutes was made by Councilman Ron Morris and seconded by Councilman Butch Sweka. Motion carried. Vice President Fike informed Council that the Borougl/LbrayPoice sign has been ordered and is currently being made. CREW FOREMAN REPORT: Nothing to report. NEW BUSINESS: Attached is a copy of the monthly police summary report for December 2023. Mayor Cunningham asked if Council still wanted to give OIC Campbell overtime weekly to have more coverage. A motion was made by Councilman Reid and seconded by Councilman Morris to continue to allot overtime for OIC Campbell A motion was made by Vice President Fike and seconded by Councilman Sweka to approve Michael Gamble's paid time off for December 29, 2023. for the next three months. Motion carried. Motion carried. President Yamrick presented to Council the 2024-2025 commercial and workers' compensation package that was presented by Swift Kennedy & Co. This was not presented to the Borough until after the last Borough Council Meeting. A motion was made by Councilman Morris and seconded by Councilman Sweka to ratify the renewal for both commercial and workers' compensation insurance effective January 1, 2024-January 1, 2025. Motion carried. The full package and President Yamrick informed Council that the Run/Walk for Someone Special will be Sunday, April 14th with the alternative date of Sunday, April 21st. Mr. Mowrey The November 2023 financial reports prepared by Tuning Accounting were President ProTem Alvetro informed Council that the furnace that heats the Borough Office has stopped working twice in the last month (fixed by Bloom's both times). He stated that water keeps getting into the pipe which makes it breakdown will be located at the Borough Office. will work with PennDot in obtaining the proper paperwork. emailed to all members. stop working. Two estimates were presented: 3 1. Mowrey Plumbing and Heating for a total cost of $2,950. This includes an AirQuest 90000 btu furnace (80% efficiency) including all parts and labor. Mr. Mowrey would replace the furnace and place a metal pipe up the 2. Bloom Heating and Plumbing for a total cost of $7,595. This includes supply and installation of al Trane S9 80K natural gas furnace with warranty, venting materials, ductwork for reconnect, gas line reconnect materials, electrical hardware, components, & wiring as needed, miscellaneous hardware & materials as needed, cleanup, system startup & commissioning, and labor with a one year workmanship warranty. Bloom's would run pipe to the back of the building (more efficient/best option). After a brief discussion, Council decided to table this matter until more estimates President ProTem Alvetro informed Council that the Borough Crew will be working in the Municipal Public Parking area digging out bricks that are sticking Solicitor Gianvito informed that he is still working with Travis Long (JHA) on obtaining easements for the upcoming stormwater project.
