Borough of Sykesville Council Meeting November 21,2022 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Ron Morris and Gabriel "Butch" Sweka; Mayor Gail Cunningham. Absent were Councilman Kurt Kister, Counciwoman Sherry Pruzinsky, and Solicitor Nicholas Gianvito. Visitors present were Brian Williams (Crew Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented an extended listing in the membership directory of the PA State Association of Boroughs. Also a Borough magazine subscription (s) for $10/each (Sykesville Borough receives a free magazine/month). A motion was made by President ProTem Nate Alvetro and seconded by Vice President Elaine Fike to take no action on the extended listing President Yamrick presented the data input form for tax year 2023 for the Sykesville Borough. A motion was made by Councilman Butch Sweka and seconded by Councilman Ron Morris to keep all taxes the same for the year 2023 (Real Estate at 12.9 MILLS & Fire Protection at 1.5 MILLS with a 2% discount Jessica Jones (Nichols) submitted a concem/complaint on a property located at 347 London Street. She informed that the property has been vacant for years and it has been neglected (high grass, trees, wildlife coming in, and drainage issues, etc.). She also stated that the house smells of mold and the structure is aling/delemiorating. After a brief discussion, a motion was made by President ProTem Nate Alvetro and seconded by Councilman Butch Sweka to contact John Witherite, Building Inspector, regarding the houses' structure. Vice President Fike will contact Mr. Witherite. 1 OLD BUSINESS: A motion to approve November 7, 2022 minutes was made by President ProTem Nate Alvetro and seconded by Councilman Butch Sweka. Motion carried. President Yamrick updated Council that NorthWest Bank may want to terminate the ATM Lease Agreement/Contract with the Borough on their own. She stated that the person in charge of these decisions is on vacation currently but there should be an update for the next Council Meeting. She also informed that Symmco may let the Borough keep the donation money. Frank Roberts informed that Council should provide/decide on other projects to use the money for. There will be more of an update on this matter at the next Council Secretary Neale informed Council that calls, messages, and emails have been sent to Gallagher Bassett Services, Inc. about Cleveland Street (discussed last Meeting-Waste Management). No responses have been made. President ProTem Alvetro informed that he spoke to a guy today about this matter and informed that an investigation will need to be done on this issue. Pictures of the damages were sent today sO he is hoping to hear about this claim this week. Meeting. CREW FOREMAN REPORT: Foreman Williams informed Council that there was a water leak Sunday on Cleveland Street. The leak has been fixed. COMITTEE REPORTS: Public Works: weekend. Finance/Personne!: President ProTem Alvetro thanked the guys for the snow removal this past A motion was made by Councilman Morris and seconded by Counciman Sweka to accept and pay Tuning Accounting for their monthly (October) retainer fee of $1,175.05. Motion carried. A motion was made by Councilman Sweka and seconded by President ProTem Alvetro to approve Brian Williams paid time off for November 8th. Motion carried. 2 Amotion was made by Councilman Morris and seconded by President ProTem Alvetro to approve Michael Gamble's paid time off for November 9th (4 hours). The 2023 proposed budgets (General, Water, Sewer, and Liquid Fuels) were presented to Council for their review (emailed last week as well). Council decided to furherreview/discus the proposed budgets in executive session. Motion carried. Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: lights this Wednesday. The Stahl Park is fully decorated. The Borough Crew will set up all timers for the Police, Mayor, Fire, Code Enforcement: Henderson Township requested renting OIC Campbell. OIC Campbell informed the Township when the Council Meetings are. OIC Campbell also stated he does not know the proper steps or even how it would work to have jurisdiction in Henderson. Mayor Cunningham stated that our Officer only works 40 hours a week and his time can'tbe shared. Council made the decision not to move forward with this matter. Solicitor Gianvito: Nothing to report. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:35 P.M. 3 ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:05 P.M. A motion was made by Vice President Fike and seconded by Councilman Morris to approve and advertise the proposed 2023 General Fund Budget.
