Annetta, Texas 760080 817)441-5770 City Council Meeting Minutes The City Council met in a scheduled meeting on Thursday, August 15, 2024, at 7:00 p.m. in the Annetta Town Hall at 450 Thunder Head Lane to consider the following agenda: I. II. Call to order. Mayor Sandy Roberts called the meeting to order at 7:00 p.m. Pledge of Alegiance/Invocation of Prayer. Council Member Shane Mudge led the pledge and Council Member Danny Coffman gave the invocation. III. Roll call/Quorum check. A quorum check revealed that Mayor Roberts and Council Members, Danny Coffman, Kent Stasey and Shane Mudge were all present. Jim Causey was absent. Also present was. Jamee Long, City ecretaly/Admnstrator. IV. Public Comments: There were no public comments. V. Mayor Roberts recessed the City Council meeting at 7:02 p.m. VI. Mayor Roberts called the CCPD meeting to order at 7:02 p.m. VII. CCPD Board - New Business: a. Presentation regarding Flock camera system. Mayor Roberts introduced Blaine Parsons, Territory Sales Manager for Flock Safety. Mayor Roberts discussed the purpose of the Town's CCPD funds. She stated that she has recently met with the Parker County Sheriff and he recommended Flock Safety as a possible security option for Annetta's elementary schools. She discussed the tax that Annetta receives for the purpose of crime control and prevention. Council Member Stasey stated that this taxi isa portion of sales tax and not a property tax. Council Member Coffman stated that this is the only tax that Annetta is able to keep in Annetta. He discussed the quarter percent tax that is allocated for roads and the quarter percent tax allocated for CCPD. Mr. Parsons discussed how the Flock cameras will work in coordination with the Aledo ISD's Police Department. He stated the cameras read license plates on vehicles entering and departing from the elementaryschools. There will bet three cameras at Stuard Elementary School and one camera at Annetta Elementary School. Mr. Parsons stated the cameras will alert law enforcement if a vehicle enters or leaves the schooli ift the vehicle is connected to any criminal activity. Hes stated that the system also has the capability to add: specific license plates. Mr. Parsons stated that the system uses data uploaded from the National Criminal Information Center and that this data is updated four times per day. He stated that the customer owns all of the data and that Flock does not sell the data. Council Member 1 Coffman stated that he would prefer that the Aledo ISD Police Department only have access to the data. Chief Collie stated that Flock cameras have a great reputation with thel law enforcement community. Mr. Parsons stated that you cannot search the system for a license plate unless there is a criminal investigation. Mayor Roberts asked how quickly the cameras could bei installed. Mr. Parsons stated that itu usually takes 6 weeks after the agreement is signed. Ms. Long stated that there would need to be an interlocal agreement entered into between the Town and the school district since these cameras will be ont the school's property. Chief Collie stated that the next school board meeting willl be on September 16. Ift thei interlocal agreement is approved by the: school board, the City Council can consider the agreement at their September: 19n meeting. Council Members Stasey and Coffman discussed the importance ofsafety for our children. Ms. Long discussed the CCPD fund revenue for the past several years. Council Member Coffman asked about response time. Chief Collie stated that he and another officer live in the area. b. Discussion and Action: Consider entering into al Master Services. Agreement with Flock Group, Inc. using CCPDfunds for security cameras: at Stuard Elementary: and Annetta Elementary. Council Member Coffman moved to enter into a Master Services Agreement with Flock Group, Inc. using CCPD funds for security cameras at Stuard Elementary and Annetta Elementary, Council Member Stasey seconded the motion, Discussion: and Action: Consider continuing thei interlocal agreement with Aledo ISD regarding CCPDUTV. Council Member Coffman moved to continue the interlocal agreement with Aledo ISD regarding CCPD UTV, Council Member Mudge seconded the motion, with all aye. Chief Collie stated that they greatly appreciate the use of the UTV and they use it every day. He thanked the City Council for allowing them with all aye. Motion passed unanimously. to use the UTV. Consider approval of a Master Services Agreement with Flock Group, Inc. using CCPD funds for security Council Member Mudge moved to accept consent items a., b. and C. as written, Council Member Coffman seconded the motion, with all aye. Mayor Roberts stated that the Town notified 61 customers about their leaks last month. Council Member Stasey discussed the staff reports and thanked the Town's operators for their good work in operating the Town's systems. Public hearing on the Town of Annetta FY 2024-25 Budget. Mayor Roberts opened the public hearing at 8:14 p.m. Mayor Roberts discussed the events over the past year. Council Member Stasey discussed Bruce Pinckard's legacyi in Annetta. Bruce resigned after 19 years of public service as Annetta Mayor and City Council. Council Member Stasey stated that he is proud of the shop that was built behind Town Hall the past year that enables the Town's operators to have a place to work. Mayor Roberts and Council Member Stasey thanked Ms. Long for her work in obtaining the grant for the shop project. Discussion regarding the Town's revenue sources with no property tax. Mayor Roberts discussed the revenue and expenses regarding the Enterprise Fund. She also discussed the bond for the water system. Council Member Stasey discussed the debt balancesa and the recent interest savings on the bonds. Mayor Roberts b. Discussion and Action: Consider approval of Ordinance 236 adopting the Town of Annetta FY 2024-25 Budget. Discussion and Action: Considerauthorzing the Mayor to execute a newe electricity provider contract for newt terms asi market pricesarefavorable for Town facilities and property. Council Member Mudge moved to authorize the Mayor to execute a new electricity provider contract for new terms as market prices are favorable for Town facilities and property, Council Member Stasey seconded the motion, with all aye. Council Member Stasey stated that this will allow staff to shop for proposals from electricity providers. This will allow staff to move quickly. He stated that the current contract ends at the end of this year. d. Discussion: Update regarding minor plat for Lots 1-4, Block A, Sudden Valley, more commonly known as 249 Duncan. Ms. Long stated that this minor plat did not increase the number of lots, but that lot lines were moved. Three citizens from the Rosemeade Subdivision were in attendance. They are concerned about the road to this minor plat's development and stated that dirt is getting into their pools from the traffic on the road. Ms. Long stated that the lot owners may be using the same road for each home. The citizens stated that they are spending extra money for the care of their pools due to the amount of dirt getting into their pools. Ms. Long stated that the drainage requirements are stated on the minor plat. She: stated that she will contact the developer and inquire about future plans for the back lot and let them know! heri findings. Discussion regarding possible newv wells. ItemsofCommunity Interest. Council Member Stasey discussed the: success of Bearcat Nation 101. He stated that Mayor Roberts made milkweed seed balls to hand out to attendees. He also discussed the University of Texas = Arlington expanding their campus to the Walsh development area. Mayor Roberts stated that she enjoys helping at Bearcat Nation 101. She reminded everyone that August is Monarch Awareness Month. Council Member Stasey thanked Council Member Mudge for his work with the annual grief camp. Mayor Roberts reminded everyone to be cautious while driving due to school starting. Council Member Stasey discussed the upcoming Dove Season. XV.
