Borough of Sykesville Council Meeting July 15, 2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Ron Morris, Don Reid, and Gabriel "Butch" Sweka; Mayor Gail Cunningham. Absent were President ProTem Nathan Alvetro, Counciwoman Visitors present were Ron Stewart and Earl Campbell (Sykesville Police). Sherry Pruzinsky, and Solicitor Nicholas Gianvito. VISITORS CONCERNS: Ron Stewart requested forgiveness of the outstanding water and sewer bills for 209 West Main Street. He informed that his sister, Mona, passed away in October and because of her illness she could not make timely payments. Secretary Neale informed that Ms. Stewart had a bad leak back in 2021 and had gotten behind on payments. There was also a doctor's note given to the Borough stating that Ms. Stewart needed water and sewer because of her illness. Secretary Neale informed Council that Ms. Stewart was always on time with payments before she had gotten sick. Council informed Mr. Stewart that this will further be discussed in executive session. President Michele Yamrick informed Council of the current amounts of $1,637.75 for the water and $1,007 for the sewage. CORRESPONDENCE: Nothing to report. OLD BUSINESS: Amotion to approve July 1,2024, minutes was made by Councilman Don Reid President Yamrick presented the new plan for the garage roof on the Borough Building (signed off by John Witherite). The plans include replacing the 2x6 walls with 2x10's. The full plan/drawing will be in the Borough Office. Vice President Fike stated that Mr. Witherite will need to inspect the job before the actual roof gets put on. Sam Byler will be at the office tomorrow to give a quote on how much more this will be. Accounting & Tax Services Inc. $1,216.50 for their monthly retainer for June 2024. Motion carried. June 2024 financial reports were presented to all members from J&M Accounting (emailed and distributed 7/12). Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: Councilman Morris informed Council that the pickleball court has been painted. Police, Mayor, Fire, Code Enforcement: Councilman Reid stated that the Jakebrake Ordinance" needs to be enforced more especially on Main Street. OIC Campbell stated that he has pulled over a lot of trucks for jakebraking". Councilman Reid also stated that the sign in Brookville says, "Truck Alert: Use of engine retarder limited". He has requested these signs from the state. 3 Councilman Reid informed that the speed monitors will be put back in town. Mayor Gail Cunningham asked when the Flood Control Project will be cut. Typically, it gets cut in early/mid-August (Army Corps. Inspection is scheduled for September). Solicitor Gianvito: Nothing to report. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:28 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 7:56 P.M. Council would like further data/information on the 209 West Main Street water and sewer bills (when was the leak, how!l long, how much, etc.).
