Borough of Sykesville Council Meeting December 7, 2020 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Ron Park, President ProTem; Council Members: Nate Alvetro, Timothy Brown, Kurt Kister, and Don Zimmerman; Mayor Gail Cunningham. Absent but available by Visitors present at the meeting were Brian Williams (Crew Foreman) and OIC Earl phone was Solicitor CJZwick. Campbell. VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented an extended listing in the PSAB Membership Directory ($40) and Borough News magazine subscriptions ($10). The Borough Office gets the "Borough News" magazine monthly for free but any individual that would like to get a subscription is an extra cost of $10. A motion was made by President ProTem Ron Park and seconded by Vice President Elaine Fike to pay PSAB $40 for the extended listing in the Membership Directory. Motion carried. OLD BUSINESS: A motion to approve November 16, 2020 minutes and November 30, 2020 Special Meeting minutes was made by Councilman Don Zimmerman and seconded by Vice President Elaine Fike. Motion carried. Council reviewed the draft 2021 budget line by line. Main topics discussed were: 1. Fire Department- Councilman Nate Alvetro explained that there was an issue of not budgeting $10,000 for the Fire Department last year (2020) and because it was not budgeted, the Borough is $12,219.78 (January- September) over budget. He also explained that the $16,100 (fire protection) is the 1.5 tax mill which is included with the $26,100 allotment. The tax mills help pay for the fire truck while the allotment ($10,000) helps cover the Fire Departments expenses (electric, heat, etc.). He also informed Council that the Borough receives a check from Henderson Township to help cover the Fire Departments expenses ($8,000 this year). Another question raised was about the workers' compensation; 1 Councilman Alvetro informed Council that iti is a state law for the Borough to provide workers' compensation for the Fire Department. 2. Bank Building- There were questions raised on how much money is left from the $20,000 donation Symmco gave and also if there could be another account open strictly for just the bank building. Vice President Elaine Fike will ask these questions to Kermit (Tuning Accounting). 3. Councilman Zimmerman suggested to raise the "Donations" line item to $700 for the Jefferson County Solid Waste Authority. 4. Police Department- Council decided to decrease "Police Office supplies/Uniforms" by $1,000 and also decrease "Police Misc. Ammo & 5. CREW FOREMAN REPORT: Foreman Williams presented a free back flow prevention program provided by the National Water Specialties Company (NAWSC). He informed Council that there is no cost to the Borough, however the homeowner/Dusiness owner will have to pay for the system (approx. $100, depends on building). They would also have to be responsible for any maintenance once installed. The Borough would not need to do anything during this process besides provide addresses and numbers to NAWSC. Mr. Williams also stated that backflows are mandatory from the DEP but are not being enforced yet. Mr. Williams also spoke with Travis Long (engineer) and forwarded him all the information on this program and he thinks thatit's a good idea for the Borough. A motion was made by President ProTem Park and seconded by Councilman Zimmerman to move forward with the NAWSC and sign the Professional Service Agreement with the NAWSC. Motion carried. COMITTEE REPORTS: Public Works Nothing new to report. 2 Finance/Personnel Amotion was made by Councilman Tim Brown and seconded by President ProTem Ron Park to close the Borough Office at 12:00 noon on Christmas Eve. Amotion was made by President ProTem Park and seconded by Councilman Brown to approve the renewal of Jaysa Neale's bond for a cost of $275 through President Yamrick presented to Council an invoice from JHA Companies for a total of $7,557.75. This is for the upcoming storm sewer projects that will be paid/reimbursed by PennVest. A motion was made by Councilman Don Zimmerman and seconded by Councilman Kurt Kister to transfer $7,557.75 from the Sludge Removal Account to the General Account and pay the invoice from JHA out of the General Account until the Borough is reimbursed from PennVest. Utilities Councilman Brown informed Council that Penelec has started working on Vice Councilman Alvetro requested that Counciman Brown check to see if something can be done at the railroad crossing. Parks, Recreation and Planning Nothing new to report. 3 Police, Mayor, Fire, Code Enforcement Attached is the November 2020 monthly police summary report.. President Yamrick informed Council that the grant money for the CARES Act was received from the County in the amount of $10,059.12. She also informed that this money can only be used for the Police Department. OIC Campbell presented quotes for body cameras and a computer for the police car. A motion was made by President ProTem Park and seconded by Councilman Brown to purchase a body camera for $400 (Galls) and a police computer for $4,720.57 (Rugged Notebooks). Motion carried. OIC Campbell will also be bringing a quote to upgrade his office computer. Solicitor Zwick: Nothing to report. NEW BUSINESS: After a brief discussion about closing the Borough Office again to the public, Council decided to remain keeping the office open to the public for now. If Secretary Neale feels uncomfortable, she is to go to Council. EXECUTIVE SESSION: Council went into executive session to discuss personnel and legal matters at 8:53 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 9:12 P.M. No action was taken.
