Borough of Sykesville Council Meeting May 17, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Ron Park, President ProTem; Council Members: Nate Alvetro, Kurt Kister, and Don Zimmerman; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Visitors present were Nick Yamrick and Brian Williams (Crew Foreman). Councilman Ron Morris. VISITORS CONCERNS: Nick Yamrick presented pictures of the waterline that Roman Excavating is replacing and also shared an update on the project. He informed Council that Roman will have to tie in as is and cannot add more to the project. He stated that a new project will have to be open to perform work on London Street to the stop sign (future PennVest project). He informed that most of the main line is in and basically they are waiting on a few tests (ex: bacteria). CORRESPONDENCE: President Michele Yamrick presented a letter of resignation from President ProTem Ron Park. A motion was made by Councilman Don Zimmerman and seconded by Vice President Elaine Fike to table the letter until next Council Meeting. Motion carried. OLD BUSINESS: A motion to approve May 3, 2021 minutes was made by Councilman Don Zimmerman and seconded by President ProTem Ron Park. Motion carried. A motion was made by President ProTem Ron Park and seconded by Councilman Don Zimmerman to accept and approve "AN ORDINANCE OF SYKESVILLE BOROUGH PROHIBITING THE STORAGE OF JUNK VEHICLES" (Ordinance No. 52021). Motion carried. A motion was made by President ProTem Park and seconded by Councilman Zimmerman to proceed with a roll call vote on accepting and approving the proposed resolution for the increase of the local earned income tax. Motion carried. Roll Call: Alvetro, No; Fike, No; Kister, Yes; Park, Yes; Yamrick, No; Zimmerman, Yes; Gail Cunningham, No. The proposed resolution will not pass. 1 Council discussed the speeding on North Park Street (last meeting with Don Reid). President Yamrick stated that there is a reduced speed sign before entering the Borough. Pat Mowrey from Blue Sky stated that OIC Campbell is President Yamrick suggested applying for the SR119/SR2014 waterline rehabilltation project (presented from GD&Fi in 2019) for the 2021 CDBG. CREW FOREMAN REPORT: Crew Foreman Brian Williams informed Council that Alan Drexler (203 West Main Street) had a water leak for the last three months. He stated that the water used did not go through his sewer line and is requesting we forgive his sewer bill (credit of $174). A motion was made by Councilman Kurt Kister and seconded by Councilman Nate Alvetro to credit Mr. Drexler $174 on his sewer bill since it did not run through his sewer line. Motion carried. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne!: Secretary Neale informed Council that $1,000 will need to be transferred from the General Fund to the Major Equipment Fund because Farmer's National requires a $2,000 minimum balance for the Borough's accounts. A motion was made by Councilman Kister and seconded by President ProTem Park to transfer $1,000 from the General Fund to the Major Equipment Fund. Motion carried. A motion was made by President ProTem Park and seconded by Councilman Kister to accept and sign Payment Application No. 3 in the amount of $33,822 2 for the West Main Street and Paradise Road Waterline Replacement project (costs incurred by Dave Roman Excavating, Inc.). Parks, Recreation and Planning: Councilman Nate Alvetro informed Council that there is a power cable exposed running by the pavilion to the tennis courts. Digging a trench or even digging up and cutting the root were mentioned. Foreman Williams stated that Dixon Electric placed the cable there. A motion was made by President ProTem Park and seconded by Vice President Fike to place a call to Dixon Electric for repairing the cable. Motion carried. Councilman Kister will call. Police, Mayor, Fire, Code Enforcement: Mayor Cunningham stated that a sidewalk was taken out by the new 814 Hardware building. She also stated that they have been blocking the sidewalk 3 making it difficult for people to walk there. Foreman Williams will talk with Jamie There have been complaints about people speeding on West Liberty Street (more traffic because of the waterline replacement). Mayor Cunningham stated that speed bumps could be placed there to reduce speed of vehicles. Mayor Cunningham also stated that the white lines still need to be painted on Meholick (owner) tomorrow about this situation. the roads. Solicitor Gianvito: Nothing to report. NEW BUSINESS: President Yamrick informed Council that two applications were received. One for the part time laborer and one for the temporary/part time secretary. The applications were passed on to the Personnel Committee for review. EXECUTIVE SESSION: No executive session took place.
