Borough of Sykesville Council Meeting February 19, 2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Ron Morris, Sherry Pruzinsky, and Don Reid; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Visitors present were Pete Erickson, Jason & Elaine Cowan, Dale Kessler, Doug Kessler, Donnie Simon, Sue Knar, Don Zimmerman, John Sedor, Rick Fike, Dave Reiter, Matt Hugill, Ed Hugill, Brian Williams (Crew Foreman), Earl Campbell (OIC) Councilman Butch Sweka. and Monica Walker (Assistant Secretary). VISITORS CONCERNS: Matt and Ed Hugill presented a garbage contract to the Council between Sykesville Borough and Hugill Sanitation Inc. as Hugill Sanitation took over ARC Disposal. The contract remains the same as when ARC had ownership (Solicitor Gianvito reviewed & approved the contract). Counciman Don Reid informed that not all residents received a garbage can. Matt Hugill informed that they will provide to the ones that haven'treceived one yet. Councilman Reid asked ifitis okay for residents to have a bag of garbage by the dumpster cans/instead of (to heavy for some residents). Matt Hugill stated that it would be fine if the bag amount is in reason. Councilman Reid also asked if the dumpster at the Assumption Church could get a bigger size as it gets full quickly. Mr. Hugill responded yes. af fee of $30. An extra garbage dumpster may be purchased through Hugill Sanitation Inc. at President ProTem Nate Alvetro updated the Water and Sewer Authority about the discussion of getting a new line/individua meters installed on Hepburn Road (discussed last meeting). After a brief discussion it was decided that the easiest way would be for the residents of Hepburn Road to dig their own private line (Travis recommended two inches) and the Borough would install individual meters to each home. Foreman Willaims stated that the Borough will need an agreement to have permission/access to the meter when needed. The Borough will also need in the agreement what the homeowners and the Borough are responsible for. Solicitor Gianvito informed that he will need everyone's name and address (tax parcel number) to draw up an agreement for each person on the new line. Once the agreements are signed, the line can be installed any time. This includes removal of existing pushmatic electrical panels, replace panels with cutler hammer panels of the appropriate amperage, replace all breakers with appropriate amperage ones, disposal of all removed panels, and coordinate inspection of electrical work with inspection agency. Tabled. 2 Solicitor Gianvito informed Council that he reviewed all deeds relating to the unnamed alley (discussed last meeting) and determined that they all reference an alley. The Borough does not know if the alley way has ever been properly vacaled/abandoned or even is owned by Sykesville. One of the residents, Dave Frantz, would like to pave the alley and install catch basins but doesn'ty want to dosoifiti is owned by Sykesville. After a brief discussion, Solicitor Gianvito recommended that Mr. Frantz petitions to vacate the alley. He informed that the nomeowners would have the right to object for a certain amount of time. President Yamrick informed that she will attend the board meeting for the Sykesville Library this week to discuss the donation. President Yamricki informed Council that Secretary Neale is registered to attend the Boroughs Association Kick-Off Meeting held this Wednesday ($20). A motion by Councilman Don Reid and seconded by Councilwoman Sherry Pruzinsky to approve Secretary Neale to attend this meeting for a total cost of $20. Motion Council discussed nominations of the Sykesville Citizen of the Year award. There were two nominations made. Finance/Personne: An invoice for $7,419.43 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Vice President Elaine Fike and seconded by Councilman Don Reid to transfer $7,419.43 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA A motion was made by Councilman Ron Morris and seconded by President ProTem Nate Alvetro to approve Jaysa Neale's paid time off for February 16th, Companies from the General Fund. Parks, Recreation and Planning: Vice President Elaine Fike informed that the Legion would like to rent the park Memorial Day weekend. They would like to invite the entire town and media to help celebrate their 100th year. Secretary Walker stated that they would like to know if they would be able to set up tents the day before. Council decided to let the Legion rent the park for two days (day before and day of event). Council Council discussed who will be opening/closing the park for rentals this year.
