Borough of Sykesville Council Meeting January 4, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Nate Alvetro, Kurt Kister, and Don Zimmerman; Mayor Gail Cunningham. Absent were President ProTem Ron Park, Councilman Timothy Visitors present at the meeting were Brian Williams (Crew Foreman), Earl Campbell (Police), Nick Yamrick, and Larry McGuire Punxsutawney Spirit). Brown, and Solicitor CJZwick. VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE A letter was sent from GD&Freminding the Borough that a small amount of the invoiced cost, $5,000, was included in for a stream crossing adjacent S.R. 119. The stream crossing work is an ineligible cost through the DCED grant obtained by the County for this project. The County is requesting a check be made payable to Dave Roman Excavating, Inc., in the amount of $5,000 to cover the cost of the stream crossing work. A motion was made by Councilman Don Zimmerman and seconded by Councilman Nate Alvetro to pay $5,000 to Dave Roman Excavating for the stream crossing. Motion carried. A copy of the full President Michele Yamrick spoke to Charles Saul and informed Council that the lawsuits have been settled between Sykesville Borough and the former secretaries. OLD BUSINESS: Ar motion to approve December 21, 2020 minutes and December 31, 2020 Special Meeting minutes was made by Councilman Kurt Kister and seconded by President Yamrick presented the Ransomware Supplemental Application from Beazley for a cyber-liability policy (discussed last meeting). The premium is $2,080. This will give the Borough insurance if any hacking is done through our soffware. A motion to approve this policy was made by Councilman Don Vice President Elaine Fike. President Yamrick stated that she would like to see something in writing from them about the donation money (paying $700 rather than $1,200) and whether we would need security camera Reynoldsville has them). Councilman Zimmerman informed that when the dumpsters get full, JCSWA will come in and take it away and replace with a new dumpster and also that the contract can be cancelled at any time. He also stated that he has seen other Boroughs increase their millage for having a be split between the Borough, Sewer, and Water Funds. recycling center. CREW FOREMAN REPORT: Foreman Brian Williams stated that the COVID policy for employees ran out December 31. He asked Council if it will still be in effect for the Borough. President Yamrick stated that she will call the Department of Labor and Industry Foreman Williams asked Council if the Sykesville Borough Crew are allowed to actin mutual aid for other municipalities. He stated that Reynoldsville Borough helps a lot for detecting leaks, etc. and does not charge Sykesville for doing SO. Council agreed that this is a good idea to keep a good working relationship. Mr. Williams also informed Council that he is the only certified flagger. He informed that all flagger classes were cancelled this year with no alternative date. The fire hydrant at the end of the line was knocked off and needs repaired. The Auto Desk needs renewed for an estimated cost of $2,000. This is what the guys use for mapping/desgning. A motion was made by Councilman Nate Alvetro and seconded by Councilman Kurt Kister to renew the Auto Desk to gather more information. maintenance agreement for $2,000. Motion carried. Foreman Williams informed Council that the Borough needs a new trash pump and presented an invoice for $2,429.95 from USA Bluebook. Finance/Personne!: A motion was made by Vice President Fike and seconded by Councilman Alvetro to approve Mike Gamble's paid time off for December 24. Motion carried. A motion was made by Councilman Zimmerman and seconded by Councilman Alvetro to approve Karl McCracken's paid time off for December 30-31. Motion carried. Ordinance, Health & Safety Nothing new to report. Utilities: Nothing to report. Parks, Recreation and Planning: President Yamrick presented an invoice of $1,104.89 from W&W Equipment for the zero turn mower. This was to fix everything damaged. President Yamrick thanked the Park Committee for paying for all the costs. Foreman Williams stated that the mower will be returned to the Borough next week. Police, Mayor, Fire, Code Enforcement: Attached is the December 2020 monthly police summary report. OIC Campbell informed Council that he received his body camera and also the computer for his car came in today. 3 Vice President Fike asked OIC Campbell if he was aware of the break in on Coolspring Avenue. OIC Campbell informed Council that if the State Police handles the situation, they won'tnotify Sykesville. Solicitor Zwick: Nothing to report. NEW BUSINESS: Ar motion was made by Councilman Zimmerman and seconded by Vice President Fike to advertise to have the regular Borough Council meetings the first and third Monday at 7:00 P.M. for. January-May and seplemper-December and to have one meeting a month, the first Monday at 7:00 P.M., for the summer President Yamrick presented the 2021 Municipal Primary Election form to Council. She informed that the Mayor, Tax Collector, and five members of Council (Michele Yamrick, Elaine Fike, Kurt Kister, Ron Park, & Don Zimmerman) months (June, July, & August). Motion carried. are up for election. EXECUTIVE SESSION: Council went into executive session to discuss legal matters at 7:45 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:01 P.M: No action was taken.
