Borough of Sykesville Council Meeting June 19,2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Kurt Kister, Ron Morris, Gabriel "Butch Sweka; Mayor Gail Cunningham. Absent were President ProTem Nate Alvetro, Counciiwoman Visitors present were Monica Walker (PT Secretary), Sandra Ballard, and Earl Sherry Pruzinsky, and Solicitor Nicholas Gianvito. Campbell (Sykesville Police). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: Nicole (Librarian) requested from Council if it would be possible for the Solicitor Gianvito to review the PA Non-Profit Corp. Law changes and advise the Sykesville Library. She stated that the library would pay for the additional costs. Council stated that they do not mind, however they will ask Solicitor Gianvito if President Michele Yamrick presented a complaint/fequest form from Beth of Cascade Village regarding people not picking up dog feces in the area between Dollar General and the Ambulance Station. She wanted to knowi if signs could be purchased reminding people to clean up their pet feces. OIC Campbell informed Council that he spoke with the violators regarding this matter. He also stated that George Duda witnessed them picking the feces up, putting it in a bag, and throwing it into the woods. OIC Campbell stated that if this is witnessed/caught on camera, the violators can be fined/charged. he has the time to do SO at the next meeting on July 3rd, OLD BUSINESS: A motion to approve June 5, 2023 minutes was made by Councilman Ron Morris President Yamrick informed Council that she purchased a plaque award for Cooper Harris per Gregg Gilaugh'srequest (should be here Thursday).She requested reimbursement of $49.95 for the plaque. A motion was made by Councilman Ron Morris and seconded by Councilman Sweka to reimburse President Michele Yamrick $49.95. Motion carried. President Yamrick abstained. and seconded by Councilman Butch Sweka. Motion carried. 1 Council will invite Mr. Gillaugh and Mr. Harris to the second meeting in July to present the award. CREW FOREMAN REPORT: Foreman Brian Williams requested that the Borough charge a replacement meter (broken) installation fee before the work is done rather than after the work is.completed. Council discussed to have an agreement for customers to sign before doing SO. Council will discuss this further at the next Council Meeting when Solicitor Gianvito is present. President Yamrick presented a quote of $7,303.00 to rebuild pump A, a quote of $9,402.00 for pump B, and a quote of $3,890 to replace valves at the lift station. All three quotes are from RAM Industrial Solutions, LLC./ A motion was made by Councilman Kurt Kister and seconded by Vice President Elaine Fike to accept all three quotes from RAM regarding maintenance/epairs of the pumps and valves. Motion carried. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne!: Amotion was made by Councilman Morris and seconded by Councilman Kister to accept and pay Tuning Accounting $1,196.80 for the May monthly retainer Amotion was made by Councilman Morris and seconded by Counciman Kister to accept and pay PA State Association of Boroughs $597.00 for the basic fee. Motion carried. website renewal (August 2023-July 2024). Motion carried. Ar motion was made by Councilman Morris and seconded by Councilman Kister to approve Brian Williams paid time off for June 9th. Motion carried. Ar motion was made by Councilman Sweka and seconded by Vice President Fike to approve Jaysa Neale's paid time off for June 13th. Motion carried. Ordinance, Health & Safety Vice President Fike informed Council that Kyle Pisarcik would be interested in being Sykesville's Code Enforcer. OIC Campbell suggested starting him at 8 2 hours a week/as needed. A motion was made by Councilman Morris and seconded by Councilman Sweka to advertise three times in the Courier Express for a part time/as needed Code Enforcement Officer. Motion carried. Utilities: Councilman Morris informed Council that he has spoken to a few companies regarding the radar signs (discussed last meeting). He stated that he just received bids and will review and discuss with Council further at the next meeting (7/3/2023). He stated that on average to purchase one radar sign would be roughly $3,500. The signs would be battery operated and a report can be printed off to review (traffic flow, speeders, etc.). Also messages can be displayed on the screens. Parks, Recreation and Planning: Councilman Kister informed Council that the memorial bench has been completed and also that restrooms at Stahl Park have been properly maintained. Police, Mayor, Fire, Code Enforcement: Mayor Cunningham informed that a stop sign needs replaced at the intersection of Long Alley and Dr. Fugate Drive. Solicitor Gianvito: Nothing to report. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: No executive session took place. ADJOURNMENT: A motion to adjourn was made by Councilman Butch Sweka and seconded by Councilman Ron Morris.
