Borough of Sykesville Special Council Meeting December 14, 2020 A special meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were: Michele Yamrick, President; Elaine Fike, Vice President; Ron Park, President ProTem; Council Members Nate Alvetro, Tim Brown, Kurt Kister, and Don Zimmerman. Absent were Mayor Gail Cunningham and Solicitor CJ Zwick. Visitors: Kermit Tuning, Tuning Accounting. Mr. Tuning presented all four budgets to Council. He informed that he worked with the Finance Committee in forming the General Budget which currently has ar negative balance of $18,317.50. He informed that there is currently $116,000 in the General Fund as of now with two payrolls left for this year. In consideration of raising taxes, he stated to Council that the Police revenue is about $5,100 while expenses are about $60,000. He informed that Council needs to make sure that there is adequate money to cover the cost of the Police Department for not just this year but also moving forward. He also informed that the budget doesn't Kermit informed Council that there was $20,000 donated from Symmco for the bank building in 2019 SO that money has nothing to do with the profit and loss for this year or the budget for next year. He stated to consider moving that to.a new account to preserve that money (currently left: $14,529.52). Also he stated that he was under the understanding that Council is considering making separate accounts for major equipment and the police car. Amotion was made by President ProTem Ron Park and seconded by Councilman Tim Brown to move $14,529.52 out of the General Fund into a new account called "Bank Building Fund". Motion carried. Motion carried. 1 After a discussion on whether to raise real estate tax millage or increasing local wage income tax, a motion was made by President ProTem Park and seconded by Councilman Zimmerman to have Solicitor Zwick draft an ordinance increasing the local wage tax by 1%. Councilman Alvetro opposed. Motion Ar motion was made by Councilman Zimmerman and seconded by President ProTem Park to keep the same millage of 10.9 for real estate taxes. Councilman Ar motion was made by Councilman Zimmerman and seconded by President ProTem Park to keep the same millage of 1.5 for fire protection. Motion carried, Ar motion was made by President ProTem Park and seconded by Councilman Zimmerman to advertise the proposed 2021 General Fund budget with the revision made to line item 311-000 (Earned Income Tax). Motion carried. Mr. Tuning informed Council that the 2021 Sewer, Water, and Liquid Fuels budget is a duplicate of the 2020 budget and informed that the Finance Ar motion was made by Councilman Brown and seconded by Vice President Fike to advertise the proposed 2021 Sewer Fund budget. Motion carried. A motion was made by President ProTem Park and seconded by Councilman Kister to advertise the proposed 2021 Water Fund budget. Motion carried. Amotion was made by Councilman Zimmerman and seconded by President ProTem Park to advertise the proposed 2021 Liquid Fuels Fund budget.
