Borough of Sykesville Council Meeting April 17,2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Kurt Kister, Ron Morris, and Sherry Pruzinsky; Mayor Gail cunningham. Absent were Councilman Butch Visitors present were Mollie Harris, Monica Walker (PT Secretary), Brian Williams Sweka and Solicitor Nicholas Gianvito. (Crew Foreman), and Earl Campbell (Sykesville Police). VISITORS CONCERNS: Mollie Harris requested a new flag pole and flag (approved last year). Foreman Williams informed that it will be ordered. CORRESPONDENCE: President Michele Yamrick informed Council that Solicitor Gianvito has sent a letter to Mr. Kennis regarding the closing of the bank building located at 2 East Main Street. The purpose of the letter is to advise him that the closing must take President Yamrick informed Council that Barb Kopshin from 267 Memorial Park Road contacted the office and requested to be reimbursed for three years of trash service through the Borough. She informed that she was paying Waste Management for a dumpster and also paying the Borough for monthly trash service. Secretary Neale located the original request form from Ms. Kopshin asking the Borough for trash service and also located the minutes (3/1/2021) to when the request was approved. After reviewing all the information, a roll call vote by Council was performed to approve or deny the request of reimbursing Mr. Kopshin. Pruzinsky (deny), Alvetro (deny), Morris (deny), Kister (deny), Fike President Yamrick informed Council that Suzanne Haag received a garbage bill on her USPS App. It did not have any information of who sent it or who will be sending a letter. President Yamrick informed that this is some kind of scam and place on or before May 6, 2023. (deny), and Yamrick (deny). Motion carried. there were no security breaches through the Borough Office. 1 OLD BUSINESS: A motion to approve April 3, 2023 minutes was made by Councilwoman Sherry Pruzinsky and seconded by Vice President Elaine Fike. Motion carried. President Yamrick informed Council that she had spoken with Marc Skarbek regarding the paving bids and was told that the Borough must accept the lowest responsible bidder which was Hager and not Hawbaker. She stated that the only way the Borough could have accepted another bid was if there were documentation of issues with Hager. A motion was made by Councilman Ron Morris and seconded by President ProTem Nate Alvetro to rescind the motion to accept the bid from Glenn O. Hawbaker $206,968.50). Motion carried. A motion was made by Counciwoman Sherry Pruzinsky and seconded by Councilman Kurt Kister to accept Hager Paving, Inc. bid of$197,530.95. Motion carried. President Michele Yamrick presented the 2023 CDBG Application to Council which was discussed last meeting. After a brief discussion, a motion was made by Councilman Kurt Kister and seconded by Vice President Elaine Fike to submit the CDBG application requesting to update the parks (Stahl and Highland) President Yamrick stated that she did not get the chance to call Sam Zaffuto regarding the Roto-Rooter invoice. She will call this week and have an update President Yamrick presented a quote from Carlson Technologies, Inc. to update the Microsoft Office. OIC Campbell needs this software to send encrypted emails (secure personal information). The total cost of this software is $236.06 plus $6.33 monthly. A motion was made by Counciwoman Pruzinsky and seconded by President ProTem Alvetro to accept and approve Carlson's quote. Motion maintenance. Motion carried. for next meeting. carried. CREW FOREMAN REPORT: Foreman Brian Williams informed Council that there is someone that is metal detecting at Stahl Park and is causing huge holes in the ground (safety hazard). He presented Council with pictures. Council discussed potentially adding "no digging" into the park rules. OIC Campbell informed that the individual could be charged with a disorderly conduct as it states "creates a hazardous or physical offensive condition which serves no legitimate purpose." He stated he would ask the person to stop the first time witnessing it but the second time he would charge the individual. 2 Foreman Williams presented Council a quote from Yamrick's Outdoor Solutions, LLC to mow and trim both Stahl Park and Highland Park at a cost of $335 each time. He informed that the Crew will need help with the summer care mowing as the paving projects will be starting this summer. President ProTem Alvetro stated that three businesses were asked to submit estimates but only one was received. Amotion was made by Vice President Fike and seconded by Counciwoman Pruzinsky to accept Yamrick's Outdoor Solutions, LLC pending the signage of a contract between Sykesville Borough and Yamrick's Outdoor Solutions, LLC. Foreman Williams requested to close Memorial Park Road on May 3rd to install a water tap before the road is paved. He informed that the Crew wouldn'tstart until 8:30 AM and it will be done by 3:00 PM. A motion was made by Councilman Morris and seconded by Councilman Kister to close Memorial Park Road on May 3rd from 8:30 AM to 3:00 PM to install a tap weather permitting. Motion carried. Foreman Williams informed Council that the Crew will be flushing hydrants on May 8th through May 26th. Secretary Neale will advertise this on the water bills. Foreman Williams also informed Council that the Crew patched 119. He. stated that 2.5 tons of hot mixed was used as it had to be filled 8 inches deep (per Motion carried. President Yamrick abstained. PennDot). COMITTEE REPORTS: Public Works: President ProTem Alvetro stated that he should have estimates for portable stop President ProTem Alvetro also informed that he received a park inspection check list. Motion carried. 3 AI motion was made by Vice President Fike and seconded by Counciwoman Pruzinsky to approve Brian Williams paid time off for April 12th (4h hours). Ordinance, Health & Safety Nothing to report. Utilities: Monica Walker informed Council that in order to get a street light installed, an engineer will have to inspect the pole and come up with an estimate for the installation. Mrs. Walker stated that the lady she spoke with from Penelec stated that the installation of a new light is generally up to the homeowner to pay for. She informed that the Borough has not gotten a call with an estimate yet. Parks, Recreation and Planning: Councilman Kister informed Council that the new memorial bench has been installed. It will just need stained and the plaque will need to be added. Police, Mayor, Fire, Code Enforcement: President ProTem Alvetro presented a drafted agreement between Sykesville Borough and the Sykesville Volunteer Fire Company regarding the Borough's financial support for the new fire truck (voted on 3/20/2023). A motion was made by Councilman Morris and seconded by Councilman Kister to approve the agreement between Sykesville Borough and the Sykesville Volunteer Fire Company. Motion carried. Solicitor Gianvito: President Yamrick stated that an executive session is needed to discuss updates to the employee handbook. NEW BUSINESS: Councilman Kisterinformed Council that he had witnessed a guy tossing a full bag of garbage into one of the park's dumpsters. Councilman Morris also added that he witnessed someone emptying their car out into one of the park's dumpsters. 4 Michael Gamble asked whether the Borough could send a bill for cleaning up trees and debris located at 114 West Main Street. President ProTem Alvetro stated that the cleanup was on the sidewalk and not the actual property. Council agreed not to bill the owner as the tree was on the sidewalk. President Yamrick informed Council that Michael Gamble is interested in obtaining a sewer license. Council agreed that Travis Long (engineer) should be consulted on whether Mr. Gamble is ready to pursue a sewer license. Foreman Williams asked Council how many loads are permitted per person to be dumped in the spring cleanup dumpster. Council agreed to one truck load per household and that they must be a resident of Sykesville. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 8:12P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:50 P.M. No outcome.
