Borough of Sykesville Council Meeting February 5, 2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Don Reid and Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Visitors present were Tim & Sherry Pruzinsky, Brian Williams (Crew Foreman), and Councilman Ron Morris. Monica Walker (Assistant Secretary). VISITORS CONCERNS: Sherry Pruzinsky informed Council that the plow truck damaged her curb. Foreman Williams stated that the crewv will fix the curb in the spring. CORRESPONDENCE President Michele Yamrick presented two letters of interest regarding the vacancy on Council, Sherry Pruzinsky, and Colton Gearhart. Councilman Reid nominated Sherry Pruzinsky. President ProTem Alvetro nominated Colton Gearhart. First, a roll call vote for Sherry Pruzinsky were as follows: Alvetro, no; Reid, yes; Sweka, yes; Fike, yes; Yamrick, yes. Motion made to appoint Sherry Pruzinsky as a councimember. Counciwoman Pruzinsky was sworn into office by A letter was presented from Fell Township Board of Supervisors asking for assistance with two of their cases the township is currently fighting (financial contribution), case before the PA Environmental Hearing Board and Zoning Case before the PA Court. Council decided to take no action. A letter was presented from the Sykesville Public Library informing that the Board of Trustees would like to help with the cost of the new roof for the building. They would like to keep the donated amount private if possible and would like to know if/how the Borough wants the donation. After a brief discussion, President Yamrick stated that she will reach out to the members of the board to find out a An invitation was sent to Council of an event to meet Senator Dush and an introduction to funding opportunities that will be held on Wednesday, March 27th and Thursday, March 28th. Attached were the times and dates of the event (located at the Borough Office). Registration deadline is March 1, 2024. Mayor Cunningham. specific dollar figure before moving forward. 1 An invitation was sent from Dana Rooney (Brookville Borough manager) inviting staff and board members to attend a kick-off meeting in establishing a County Boroughs Association. This event will be held on Wednesday, February 21 at 5:30 P.M. located at the A&M Restaurant in Brookville. Must RSVP by February 13th (located at the Borough Office). OLD BUSINESS: A motion to approve January 15, 2024, minutes was made by Councilman Don Reid and seconded by Councilman Butch Sweka. Motion carried. President ProTem Nate Alvetro informed Council that the furnace has been replaced by Stallion Mechanical for a total cost of $4,350. He informed that iti is vented out through the side of the building as discussed last meeting. A motion was made by Councilman Don Reid and seconded by Councilman Butch Sweka to pay and accept Stallion's quote for the installation of the new furnace President Yamrick opened discussion for the proposed resolution fori increasing the water consumption rate by $1 to offset expenses for the maintenance of the storm water system. Councilman Sweka raised questions on how it would affect the houses on the lower and upper projects and asked if all water customers would be affected by this rate or just Sykesville residents. Secretary Neale informed him that each house located in the projects would be charged $1. Council agreed that all water customers would be affected by this increase. Council also discussed if it would be a good idea to add this fee now with garbage increasing and taxes being increased two years in a row for residents on fixed incomes. After a brief discussion, Council decided to table and remove A resolution was presented from Jefferson County for the Hazard Mitigation Plan with the updated year (last meeting). A motion was made by Councilman Reid and seconded by President ProTem Alvetro to accept and approve the Jefferson County 2023 Hazard Mitigation Plan Resolution. Motion carried. President Yamrick opened discussion for the proposed gaming table and device and other amusement ordinance and fees. After a brief discussion, A motion was made by Vice President Elaine Fike and seconded by Councilwoman Sherry Pruzinsky to advertise the proposed gaming devices and amusement devices ordinance with the change of the skill gaming terminal fee being $250 instead of $500, only coin operated machines will be charged a fee, and the ordinance will take effect May 1, 2024. Motion carried. Council can enact this ordinance at the March 4th, 2024, regular Council Meeting. of $4,350. COMITTEE REPORTS: Public Works: President ProTem Nate Alvetro stated that there are multiple areas with grass dug up or damaged curbs due to the plow trucks. He informed Council to have any complaints forwarded to the Borough Office and the guys will get to the problem as soon as possible. He also thanked the Borough Crew for all their time President ProTem Alvetro informed Council that there were two problems on East Main Street with warer/Ce/drainage (by Fox's and before Mike Gamble's house). He informed that Marc Skarbek looked at both issues and determined (his opinion) that they both were a PennDot issue. PennDot has been notified. President ProTem Alvetro informed Council that him and Foreman Williams were at Hepburn Road locating/looking at the waterline (discussed last meeting and previous meetings). He informed that the Borough could install meter pits for each home (they would pay for the installation and be responsible to run the individual lines) or they could run one line (1,000 ft.) and then the Borough could install meters in each individual's home (Solicitor Gianvito would have to draw up an agreement SO that the Sykesville Borough can have access to the meters at any time). The line would still be a private line and the homeowners would still be fully responsible. Travis Long, engineer, is in full agreement with these two options (he recommended running a 2-inch line). Council will request the members of the Water and Sewer Authority Committee and request that the property owners on Hepburn Road be present at the next Council Meeting to There was also a leak detected on Hepburn Road that the Borough Crewis and work plowing/snow removal. discuss this topic further. assisting with finding. Finance/Personnel: A motion was made by Vice President Fike and seconded by Councilman Sweka to renew PA Rural Water Association membership dues (2024) for a total cost of $556. Motion carried. 3 A motion was made by Councilwoman Pruzinsky and seconded by Councilman Sweka to approve Michael Gamble's paid time off for June 5th- June 11th. Motion carried. AI motion was made by Councilman Sweka and seconded by Councilman Reid to accept and pay J&M. Accounting & Tax Services Inc. $1,239.52 ($1,197.02& $42.50) for their monthly retainer for January 2024. Police, Mayor, Fire, Code Enforcement: Attached is the January 2024 Police Summary Report. President ProTem Alvetro presented the 2023 Sykesville Fire Department report. The report will be located at the Borough Office for review. Solicitor Gianvito: Solicitor Nicholas Gianvito informed Council that he has been contacting President ProTem Alvetro regarding an unnamed alley (by Dave Frantz) to try and determine if itis a Borough roadway. He stated that Secretary Neale forwarded him deeds and parcel numbers for the surrounding properties that he still needs to review. President ProTem Alvetro informed that Foreman Williams retrieved maps from PennDot, County, and the Borough Office but could not determine a clear answer. President ProTem Alvetro stated that the Borough used to plow the alley as a favor to an older lady (years ago) andi informed that the Borough does not get Liquid Fuels money for the alleyway. Solicitor Gianvito stated that it sounds like a private roadway that would be split between the neighbors. Council decided to table this matter until furtheri information is gathered. 4 NEW BUSINESS: Nothing tor report. EXECUTIVE SESSION: No executive session took place.
