Borough of Sykesville Council Meeting July1,2024 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nathan Alvetro, President ProTem; Council Members: Ron Morris, Sherry Pruzinsky, and Don Reid; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Visitors present were Justin Felgar (Punxsy Spirit), Brian Williams (Crew Foreman), Monica Walker (Assistant Secretary), Earl Campbell (Sykesville Police), and A motion was made by Councilman Don Reid and seconded by Councilman Ron Morris to add to tonight's agenda "request of full refund of $150 (pavilion rental) to Rachel Carlson because she did not use Stahl Park due to the storms on Saturday, June 29th." Motion carried (discuss under Finance). Councilman Gabriel "Butch" Sweka. Michael Gamble (Borough). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: Nothing to report. OLD BUSINESS: A motion to approve June 17,2024, minutes was made by President ProTem Nate Alvetro and seconded by Councilman Don Reid. Motion carried. President Michele Yamrick presented three bids for the projected road work for Kaufman Drive and Sykes Alley (DCED Grant). They are as follows: 2. Glenn O. Hawbaker, Inc. quoted a price of $96,360.85. 3. Hager Paving, Inc. quoted a price of$115,962. Inc. pending Marc Skarbek's review. Motion carried. 1. HRI, Inc. quoted a price of $94,878. After a brief discussion, a motion was made by Councilman Don Reid and seconded by Counciwoman Sherry Pruzinsky to award the winning bid to HRI, Foreman Williams informed Council that Mark from JHA was looking over/analyzing the roof last Tuesday. His report should be completed by the next meeting (July 15). 1 CREW FOREMAN REPORT: Foreman Brian Williams requested the cement pad that will be placed in front of the salt shed. He informed that Clear Run's bid is still valid until August and is requesting the bid for an 8" thick with wire mesh 20'x25'. Bids: 1. Clear Run Construction & Concrete: extend pad in front of salt bin. 8" thick with wire mesh 20'25' estimated at $6,823.10. 2. Clear Run Construction & Concrete: extend pad in front of salt bin. 8" thick with wire mesh 20'10' estimated at $4,385.46. 3. Sykesville Concrete and Stone Co.:i install concrete pad in front of salt shed, estimated size 20x25 (500 sqft) new pad to be 6'in thickness estimated at $6,098.50+tax (only valid for 30 days after 3/6/2024). After a brief discussion, a motion was made by Councilman Morris and seconded by Councilman Reid to approve Clear Run Construction & Concrete, Inc. estimate of $6,823.10. Motion carried. COMITTEE REPORTS: Public Works: President ProTem Nate Alvetro informed Council that he received a call from PennDot last week regarding jakebraking in town. PennDot informed that they could perform a study on the area(s) but it most likely will not change the results. They also stated that a sign could be put in the Borough limits stating to "limit use ofjakebrakes" butit ifs something happens, the Borough would be fully responsible. Finance/Personnel: A motion was made by Councilman Reid and seconded by Councilman Morris to approve Brian Williams paid time off for June 21. Motion carried. Michael Gamble requested reimbursement to stay in a hotel the night before his testing (sewer). He stated that he can book a room and pay for it and present the receipt to Council for reimbursement. A motion was made by Councilman Reid and seconded by Councilman Morris to allow Mr. Gamble to book and be reimbursed (with receipt) for a hotel room the day before testing. Motion An invoice of $3,834.66 was presented from JHA Companies for structural services for the Borough building' 's roof. A motion was made by Councilman Morris and seconded by Councilman Reid to pay JHA Companies $3,834.66 for carried. their services. Motion carried. 2 A motion was made by President ProTem Nate Alvetro and seconded by Vice President Elaine Fike to accept and pay Harris Computer Systems (water & sewer billing) annual service support fee of $5,064.27 9/1/24-8/31/25). Motion An motion was made by Councilman Morris and seconded by Councilman Reid to refund the full $150 park rental fee to Rachel Carlson due to the fact she did not use the park because of the weather conditions on Saturday. Motion carried. carried. Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: Councilman Morris informed that a kid got stung by a bee and suggested to do asweep around the park areas. Foreman Williams will get to it this week. Police, Mayor, Fire, Code Enforcement: Attached is the June 2024 Police Summary Report. Solicitor Gianvito: Solicitor Gianvito informed Council that he completed the survey for the Postal Service with Travis Long. He is waiting on whether they will require an appraisal. He is now registered with PennVest for when this project begins. Solicitor Gianvito informed that he had sent information to Winslow Townships lawyers about their penalties and overages. He stated that it was sent a few Solicitor Gianvito informed that 232 West Main's structure can be torn down by the Borough (at the cost of the Borough) because it has been condemned by the Borough/Pennsate and per the Borough's Ordinance for unsafe structures. President ProTem Alvetro stated that Sandy Township received grant money for demolishing structures. He stated that he will gather more information on this weeks ago without any follow-up from them. matter. 3 NEW BUSINESS: Nothing to report.
