Borough of Sykesville Council Meeting June 7, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Council Members: Ron Morris and Don Zimmerman; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were President ProTem Ron Park, Councilman Visitors present were Brian Williams (Crew Foreman) and Earl Campbell Nate Alvetro, and Councilman Kurt Kister. (Sykesville Police). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented an invitation from the Jefferson County Development Council inviting members to attend the JCDC Annual meeting on July 23, 2021. This year they will be adding a day of golf immediately following the breakfast for $30. The invitation will be located at the Borough Office. Maureen Kovalchick presented a letter to Council requesting reimbursement of $35 for a Tax Collecting training meeting that she attended. A motion was made by Vice President Elaine Fike and seconded by Councilman Ron Morris to reimburse Mrs. Kovalchick $35. Motion carried. OLD BUSINESS: A motion to approve May 17, 2021 minutes was made by Councilman Ron Morris and seconded by Vice President Elaine Fike. Motion carried. President Michele Yamrick informed Council that the New Holland Backhoe sold for $20,000 on Municibid. The backhoe was picked up by the new owner on President Yamrick presented Ron Park's letter of resignation once again to all of Council. A motion was made by Councilman Morris and seconded by Vice President Fike to accept Mr. Park'sr resignation and advertise immediately of the Saturday. vacancy seat. Motion carried. 1 CREW FOREMAN REPORT: Crew Foreman Brian Williams informed Council that the Borough Crewwill be Foreman Williams informed Council that the waterline project on Main Street starting 7:00 AM- 3:30 PM shifts immediately. should be completed within three weeks. COMITTEE REPORTS: Public Works: Nothing to report. Finance/Personne': Amotion was made by Vice President Fike and seconded by Councilman Morris to accept and pay Tuning Accounting $1,032.88 for their May monthly retainer A motion was made by Councilman Don Zimmerman and seconded by Councilman Ron Morris to accept and sign Payment Application No. 41 in the amount of $94,585.50 for the West Main Street and Paradise Road Waterline Replacement project (costs incurred by Dave Roman Excavating, Inc.). Motion Amotion was made by Vice President Fike and seconded by Councilman Morris to approve Jaysa Neale's paid time off for May 19. Motion carried. A motion was made by Councilman Morris and seconded by Vice President Fike to approve Karl McCracken's paid time off for May 28 (4 hours). Motion carried. Utilities: Nothing to report. 2 Parks, Recreation and Planning: President Yamrick presented (on Councilman Kister's behalf) an email from Jeanette (Secretary from DuBois School District) informing the Borough that they would like to move forward with a summer lunch program at Stahl Park. It will start Thursday, July 8th and every Thursday through August 12th from 11 AM tol PM. They will park their truck at Stahl Park and hand out lunches from there. Clearances of all the workers have been received. A motion was made by Councilman Morris and seconded by Councilman Zimmerman to approve the summer lunch program for the above dates. Motion carried. Police, Mayor, Fire, Code Enforcement: Attached is the monthly Police summary report for May 2021. Foreman Williams painted the lines on North Park Street for the Police. Vice President Fike informed that the pole on North Park Street was hit again by av vehicle. Council discussed getting blinking signs or ar reduce speed for the curve. PennDot (Punxsy) will need to be contacted. Solicitor Gianvito: Councilman Zimmerman asked Solicitor Gianvito if there is a time frame to revisit raising the EIT. He stated that the Borough needs money to go towards infrastructure and believes raising the local earned income tax would be a solution. Solicitor Gianvito stated that he did not think that there was a time frame to revisit. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:26 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:01 P.M. A motion was made by Vice President Fike and seconded by Councilman Zimmerman to hire Rebecca Bush for the Part Time/lemporary Secretary position 3 immediately pending physical/drug test and bond starting at $10/hour. Motion AI motion was made by Councilman Zimmerman and seconded by Councilman Morris to hire Charles Young for the Part Time Laborer position immediately pending physical/drug test starting at $10/hour. A motion was made by Councilman Morris and seconded by Vice President Fike tore revise in the personnel policy about health insurance "The Borough shall provide health insurance for each full-time employee and unmarried dependent children twenty-six (26) years of age or less. If any spouse does not have access of their own insurance, the Borough may provide."! Motion carried.
