Borough of Sykesville Council Meeting October 2, 2023 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Nate Alvetro, President ProTem; Council Members: Ron Morris and Sherry Pruzinsky; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were Vice President Elaine Fike, Councilman Visitors present were Justin Felgar (Punxsy Spirit) and Earl Campbell (Sykesville Kurt Kister, and Councilman Gabriel "Butch" Sweka. Police). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: President Michele Yamrick presented to Council the January 1,2 2018- December 31, 2022 Liquid Fuels Audit completion report. There was a finding for insufficient internal controls and facsimile signature stamp. A motion to accept and sign the report was made by Councilman Ron Morris and seconded by President ProTem A complaint form was submitted from Lori Connor stating that the shrubs are too high and hanging on the road on the corner of Washington and Grant Street. She has requested that they be trimmed by the homeowner or the Borough if not completed by the homeowner. OIC Campbell will talk with the Nate Alvetro. Motion carried. homeowners. Foreman Williams informed President Yamrick that the issue has been addressed and Councilman Ron Morris informed Council that when hydrants were being flushed, John Malinky's yard held a lot ofwater and would like the curb fixed to prevent that (he has video footage). President Yamrick stated that he should be taken care of. asked to attend a meeting to address this with Council. 1 OLD BUSINESS: A motion to approve September 18, 2023 minutes was made by Councilman Ron Morris and seconded by Counciiwoman Sherry Pruzinsky. Motion carried. Solicitor Nicholas Gianvito informed Council that he will have a drafted resolution regarding meter replacement installation and fees for the next CREW FOREMAN REPORT: President Michele Yamrick spoke on behalf of Council Meeting. Council decided to table this until next meeting. A quote was presented from LB Water of $1,731.25 for a new road tap located at 4231 West Liberty Road, DuBois. This individual stated that he was promised by someone at the Borough, prior of the major water line installation, this tap at no cost to him (there is no written record of this). After a brief discussion, Council decided to table this until Foreman Williams is present to further explain and more information is gathered. COMITTEE REPORTS: Public Works: President ProTem Alvetro informed Council that Sykestober Fest will be on Saturday, October 14th and is requesting to close East Liberty Street from Long Alley to Ernie Larson's house (10 E. Liberty) from 11 A.M. to 10P.M. A motion was made by Councilman Morris and seconded by Counciwoman Pruzinsky to close the mentioned roads on October 14th from 11 A.M. to 10 P.M. Motion carried. Finance/Personne': A motion was made by Counciwoman Pruzinsky and seconded by Councilman Morris to approve Brian Williams paid time off for October 19th, 26th, 27th and November 2nd, 3rd,9th, 16th, &17th, Motion carried. 2 Ordinance, Health & Safety Secretary Neale informed Council that the Borough does not have an ordinance on gambling machines, only on amusement devices such as arcade games. Solicitor Gianvito stated that he will have a drafted ordinance regarding gambling machines for the next Council Meeting. Utilities: Councilman Morris informed that PennDot will be called about replacing the President Yamrick mentioned to Council about getting estimates for upgrading the Borough buildings electrical wiring. Solicitor Gianvito: Solicitor Nicholas Gianvito presented a signed easement (road going up to the water tank) agreement from Robyn Sonnie. President Michele Yamrick signed as well. Solicitor Gianvito will get this recorded and forward a final copy to the Solicitor Gianvito presented the updated Personnel Manuel with the following Borough Office. changes: 1. Drug Alcohol level changed from a .04toa.02. 2. Motion carried. Solicitor Gianvito informed Council that Travis (engineer) sent him the descriptions and survey maps for the sewer easements for the upcoming stormwater projects. He believes one more easement is needed; Travisi is currently looking into this further. NEW BUSINESS: Nothing new to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 7:51 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:06 P.M. OIC Campbell presented to Council with a letter of resignation from Officer (part time) Bruce Cramer. A motion was made by Councilman Morris and seconded by President ProTem Alvetro to accept Officer Bruce Cramer's letter ofr resignation. Motion carried.
