Borough of Sykesville Council Meeting August 16, 2021 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Kurt Kister, and Don Zimmerman; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Councilman Visitors present were Karl & Katherine McCracken and Brian Williams (Crew Ron Morris. Foreman). VISITORS CONCERNS: Karl and Katherine McCracken had some questions about the insurance and the adjustment rate (if any) for the employees to pay to keep their spouses on the insurance. He stated that he discussed this earlier with Elaine and Nate and wanted some more clarification. Vice President Elaine Fike and President ProTem Nate Alvetro informed him at that meeting that no decision has been made yet and also cleared up some rumors going around town. Council informed Mr. and Mrs. McCracken that this will be discussed further in executive session. CORRESPONDENCE: President Michele Yamrick presented a letter to Council Inviting Council to the Jefferson County Conservation District's; 75th Anniversary Banquet at The Walston Club on Saturday, September 25th at 6:00 P.M. The invitation will be located at the Borough Office. OLD BUSINESS: Amotion to approve July 6, 2021 minutes and Special Minutes for July 19, 2021 was made by Councilman Don Zimmerman and seconded by Councilman Kurt President Yamrick presented payment application number 5 for the West Main Street and Paradise Road waterline replacement for Dave Roman Excavating, Inc. She stated that this was signed and sent in to the County because the Borough could not hold these funds (ratify motion). There is a punch list (hasn't been completed) that still needs to be completed and there is one last payment application. A motion was made by Vice President Fike and seconded by President ProTem Alvetro to approve payment application number 5i in the Kister. Motion carried. amount of $161,142.30. Motion carried. 1 An invoice and a notice of completion was presented from Hager Paving (road work bided this year) for $65,872.92 (original estimate was $63,818). Foreman Williams questioned if the road was rolled (waiting for a call back). A motion was made by Vice President Elaine Fike and seconded by Councilman Kurt Kister to table the invoice and notice of completion until Foreman Williams gets a call Councilman Don Zimmerman asked for an update on the installation of the railroad crossing. Councilman Kurt Kister stated that he will call and ask for an Councilman Zimmerman asked Foreman Williams about signs at the park and also how many more meters need to be installed. He has not had the time to Councilman Zimmerman also asked if there is a time limit on when the Borough can start the process to increase the EIT. Solicitor Nick Gianvito does not think SO A motion was made by Vice President Fike and seconded by Councilman Zimmerman to petition the Court to go to five members for Council. CREW FOREMAN REPORT: Crew Foreman Brian Williams presented an invoice from GALCO for $1,512.37. He informed Council that a starter for one of the pumps at the lift station got struck by lightning and fried. He also ordered a spare for about $800. A motion to approve the invoice from GALCO of $1,512.37 was made by Councilman Don Zimmerman and seconded by Kurt Kister. Motion carried. Foreman Williams presented an estimate from Clear Run Construction & Concrete of $6,029.41 for replacing sidewalks from North Park Street to the bridge (7). The funds would come out of the Sewer Fund. A motion was made by Councilman Zimmerman and seconded by Councilman Kister to accept and approve this estimate of $6,029.41 from Clear Run Construction & Concrete. Motion carried. An invoice was presented from Tel-Power, Inc. for $2,028.96 for repais/eplacemenls of the traffic light in town. Also presented was a proposal for $9,744 to repair and replace with a five year warranty the entire lighting system (work has not been performed since 2005). President Yamrick stated that on the proposal the dollar amount number and the dollar amount writing were two different amounts ($9,744 & nine thousand eight hundred seven hundred 2 forty-four dollars). Council decided to table the invoice and proposal until next Foreman Williams stated that Michael Gamble stayed in a hotel room the night before his exam (water) and is requesting reimbursement of $86.98. A motion was made by Councilman Kister and seconded by Councilman Zimmerman to meeting (wording needs fixed). reimburse Mr. Gamble $86.98. Motion carried. COMITTEE REPORTS: Public Works: President ProTem Alvetro informed Council that the paving, tarring, and chipping is finished on the three roads decided. He stated that he got a call from George Sonnie about the pavers backing into a yard and tore it up. Mr. Sonnie wanted to know if they would come back and fix the area. Foreman Williams stated he will ask Hager Paving if they will fix the area or if they would President ProTem Alvetro informed Council that the issue with Patty Foster (last meeting) has been taking care of with top soil and seed. He also stated that Lundberg Paving was in last week to install a curb at Kevin Yamrick's house (approved). Mr. Yamrick is very appreciative and informed President ProTem President ProTem Alvetro requested that Council close East Liberty Street and Long Alley on Friday, August 27 at 6 P.M. to early afternoon Sunday, August 29 for the Gun Bash. Alvetro that his water issue is solved. event. Council agreed. Finance/Personne!: President Yamrick presented a monitoring review of the Borough's Liquid Fuels Tax Fund conducted by Mary M. Ammann, Financial Consultant. The report indicates that the Borough has taken the necessary steps to be in compliance with Liquid Fuels Tax Fund rules and regulations. The full report will be located at the Borough Office. 3 An invoice for $11,886.25 was presented from JHA Companies for the upcoming stormwater project. A motion was made by Vice President Fike and seconded by Councilman Zimmerman to transfer $11,886.25 from the Sludge Removal Fund to the General Fund in order to pay JHA Companies. Motion carried. A motion was made by Councilman Zimmerman and seconded by Councilman Kister to approve the 2022 MMO (Pension) for the Uniformed ($11,270) and Nonuniformed ($5,050) presented by Thomas J. Anderson & Associates, Inc. Ar request to reimburse Tuning Accounting for purchasing a signature stamp for President ProTem Nate Alvetro for $21.19 was presented. EXECUTIVE SESSION: Council went into executive session to discuss personnel matters at 8:131 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:49 P.M. Amotion was made by Vice President Fike and seconded by President ProTem Alvetro to keep the insurance rate the same at 15% for all plans for full time borough employees until the renewal rates are presented to Council.
